Guo Falu is the director of the agricultural machinery cooperative in Guoanfa Road, Wuyi County. This year, the co-operatives have planted 2450 mu of land, mainly wheat and corn. At the same time, it has also entrusted nearly 10,000 mu of land, which is responsible for ploughing, planting and harvesting this part of the land. He told reporters that the land transferred by cooperatives is subsidized by the state with a subsidy of 200 yuan per mu of agricultural materials. Excluding the expenses of labor, machinery and agricultural materials, the final net income is more than 500 yuan per mu per year, but because the investment in the development of the co-operatives is too large, all the profits are invested in the land.

The co-operatives in Guofa Road have also been affected by the continuous drought in summer and autumn in Henan Province this year. "the average amount of corn is 1250 jin. In the face of the high cost of installing sprinkler irrigation equipment, Guo Falu could not come up with so much money at once. The reporter learned that many grain cooperatives in Wuyi County are facing financing difficulties. In order to help cooperatives solve the problem of insufficient funds, this year, the Agricultural Office of Jiaozuo Municipal CPC Committee set aside 10 million yuan as a guarantee to guarantee loans for cooperatives. At the same time, a subsidy of 300000 yuan is given to grain planting cooperatives of a certain scale to alleviate the financing problem of agricultural planting cooperatives. The cooperative in Guofalu received a subsidy of 300000 yuan for the drying project.

"I have no ability but to open a tractor to farm the land and deal with the land all the year round. Now that the government's policy is good, I am also prepared to eliminate the traditional planting model and develop a modern and large-scale planting model throughout the process. Although there is still a shortage of funds, I will not give up the land. Policy support makes us more confident to keep growing grain. " Guo Falu finally told the reporter.

Build the brand of Guoxiang rice

In Ma Xuanzhai Village, Qiaomiao Township, Wuyi County, the reporter met Wang Fujun, chairman of Henan Luoxiang Ecological Agriculture Professional Cooperative. According to reports, the cooperative was established in 2006, with a planting area of 2100 mu, mainly the rotation of rice and wheat, and Wang Fujun plans to transfer another 3000 mu next year. Due to the early start of the cooperative and the basically mature production conditions, Wang Fujun has now achieved full mechanization from planting to harvesting.

"since the large-scale transfer of land in 2009, I have invested all my profits in the purchase of agricultural machinery and equipment. In 2013, we basically achieved mechanization from planting to harvesting. Now the infrastructure is relatively complete, as long as there are no major natural disasters, our cooperatives should have a bumper harvest every year." Wang Fujun said.

Under the leadership of Wang Fujun, in 2012, across Jiaozuo and Xinxiang, the Jiaozuo Xianxiang Yellow Rice Cooperative, the first cooperative cooperative in Henan Province, was led by the Pengxiang Ecological Agriculture Professional Cooperative, which is composed of 13 cooperatives. The land in the association is uniformly supplied for seeds and pesticides, managed and harvested uniformly. Finally, the specialized cooperative of Zuoxiang ecological agriculture buys unified processing and sales at a price 0.02 yuan higher than the market price per catty, to create a brand of Zuoxiang, which is mainly along the yellow and green ecological rice.

Affected by the drought, the amount of water in the Yellow River has decreased this year, and only 37000 mu has been planted. Next year, it is prepared to expand the amount of grain and provide a unified supply of 47000 mu of rice, so as to ensure the safe supply of source grain for fragrant rice." Wang Fujun said. Now the rice in the cooperative agency has formed an industrial chain in the production, management, storage and transportation, sales and other links, and the fragrant rice is also popular through online sales, fixed customers, direct sales stores and other carriers.

Multiple measures to support grain cooperatives

During the interview, the reporter also learned that Wang Fujun began to buy insurance for the land in the cooperative last year, and in consultation with the insurance company, broke the insurance regulation that the grain production was reduced by 50%. This year, the land of the cooperative has been reduced due to drought, but it has also received some compensation from the insurance company. "Agricultural insurance should not be commercial in nature, but should be policy-oriented. It is impossible to reduce the output of land in the plain by 50% at the current level of science and technology, and it is impossible for ordinary people to buy agricultural insurance if they do not see the hope of settling claims. This is also the reason why agricultural insurance has always been difficult to implement." Wang Fujun, who is also vice president of Henan Modern Agricultural Development Promotion Association, speaks from the policy level.

In recent years, Wuyi County has attached great importance to the development of cooperatives, spending 3 million yuan from the county finance every year to adopt financial incentive policies for cooperatives, and at the same time providing some subsidies to grain-growing cooperatives, which are only increased rather than reduced. minimize the shortage of funds in cooperatives as far as possible.

Wuyi County also gives certain political treatment to the directors and main responsible persons of cooperatives. at present, more than 20 directors of cooperatives in Wuyi County have been elected city and county deputies to the people's Congress and members of the Chinese people's political Consultative Conference, giving them political identity, political status, and discourse influence, so that they can devote themselves to the country's grain production.

As a new form of organization, farmers' cooperatives have become a strong support for the development of farmers.
