According to the National Climate Center, the El Ni ñ o phenomenon escalated again in 2014 and is expected to peak in December, and a warm winter may be expected in northern China this winter. At present, the wheat sown before October 7 in the Huang-Huai-Hai wheat region of China is obviously growing well, and there is an obvious trend of prosperous growth if there is a warm winter, especially in the southern Huang-Huai wheat region, the risk of wheat growing and suffering frost injury in winter and spring is obviously increased. Because of the saline-alkali land, the emergence of wheat in the Heilonggang valley, Dezhou and Heze in Shandong province is not good, especially in the areas where the annual precipitation is only 500-600 mm, wheat and corn are cropped twice a year, and there is no adequate irrigation. The risk of drought stress on wheat increases during the warm winter.

Hebei grain output declined slightly in 2014 although Hebei summer grain yield per unit area and total yield achieved a "double increase" pattern in 2014, but due to the serious "sticking neck drought" in autumn grain production, some areas were seriously affected, resulting in a large decline in autumn grain yield per unit area, and the annual grain yield per unit area and total yield showed a slight decline. In 2014, the sown area of grain in the province was 94.9797 million mu, an increase of 241600 mu or 0.26% over the previous year; grain yield per unit area was 353.78 kg / mu, a decrease of 1.41 kg / mu or 0.4% over the previous year; and the total grain output was 33.6017 million tons, a decrease of 48200 tons or 0.14% over the previous year.
