Last Updated: 2024/11/06, In order to implement the spirit of the Opinions of the State Council on Further Doing a Good Job in Serving Migrant Workers (Guo Fa [2014] No.40), the Leading Group for Migrant Workers of the State Council organized and carried out the eighth inspection of migrant workers 'work nationwide from mid-November to mid-December.

On the basis of self-examination of all provinces (autonomous regions and municipalities), six supervision groups were formed, led by the leaders of the Development and Reform Commission, the Ministry of Education, the Ministry of Human Resources and Social Security, the Health and Family Planning Commission, the General Administration of Safety Supervision, and the all-China Federation of Trade unions. Office members or liaison officers of 30 member units of the leading group participated in the joint supervision of Zhejiang, Inner Mongolia, Shanxi, Hunan, Beijing and Guizhou. The key inspectors are as follows:

First, stabilize and expand the employment and entrepreneurship of migrant workers. We will strengthen the construction of the public employment service system, improve and implement policies and measures on entrepreneurship for migrant workers, and carry out entrepreneurial training and services for migrant workers.

The second is to strengthen the vocational skills training of migrant workers. Implement the guidance of the General Office of the State Council on further doing a good job in the training of migrant workers, implement a plan to upgrade the vocational skills of migrant workers, and speed up the development of vocational education for the newly growing labor force in rural areas.

The third is to safeguard the labor rights and interests of migrant workers, especially to clean up the wage arrears of migrant workers. We will implement the interim provisions on Labor Dispatch, standardize the management of labor employment, increase the signing rate of labor contracts for migrant workers, and implement the wage payment monitoring system and payment security system for migrant workers, focusing on ensuring the wage payment of migrant workers during New Year's Day and the Spring Festival. we will strengthen the safety in production and occupational health protection of migrant workers, and strengthen labor security supervision and law enforcement, labor dispute mediation and arbitration, legal services and legal aid.

Fourth, expand the coverage of migrant workers' participation in social insurance. We will merge and implement the new agricultural insurance and urban housing insurance system, include migrant workers who have signed labor contracts into workers' medical insurance in accordance with the law, and include more qualified migrant workers in the coverage of unemployment insurance. we will promote migrant workers in mines, construction and other high-risk enterprises to participate in industrial injury insurance, and do a good job in the transfer and continuation of the relationship between basic old-age insurance and basic medical insurance.

Fifth, we will promote migrant workers' equal access to basic public services in cities and towns. Bring the compulsory education for the children of migrant workers who meet the requirements into the regional education development plan and the scope of financial guarantee, and do a good job for the children of migrant workers to take part in the local entrance examination after receiving compulsory education; we will promote equal access to basic medical and health family planning services for migrant workers and their families with urban residents, and ensure equal access to vaccination services for migrant workers' children of school age. We will further improve the housing security system, improve the housing conditions of migrant workers through various channels, and strengthen the construction of a comprehensive service platform for migrant workers.

The sixth is to promote the settlement of migrant workers in cities and towns. Implement the opinions on further promoting the reform of the household registration system, promote more qualified and willing migrant workers to settle in cities and towns in accordance with the basic requirements of legal and stable employment and legal and stable accommodation and the comprehensive carrying capacity of cities, and safeguard the land contract rights and interests of migrant workers.

Seventh, promote the social integration of migrant workers. Establish an integrated education and management system of the Peasant Labor Party and League members in urban and rural areas; promote migrant workers to join trade unions; bring migrant workers into the urban public cultural service system; strengthen humanistic care for migrant workers; carry out training for new citizens to improve the comprehensive quality of migrant workers; do a good job in caring for left-behind children, women and the elderly in rural areas.

Eighth, strengthen the leadership of migrant workers' work organizations. We will improve the coordination mechanism for the work of migrant workers, increase the input of funds such as public services for migrant workers, and improve the overall coordination ability of migrant workers' work coordination institutions. Study, publicize and implement the "opinions of the State Council on further doing a good job in serving migrant workers".

Comrade Yang Zhiming, director of the Office of the leading Group for migrant Workers under the State Council, stressed that the inspectors took the form of a combination of key inspection and random inspection, and a combination of open inspection and covert visits, and went deep into the front lines of communities, townships, and enterprises to conduct on-the-spot visits, listen to reports on their work, and hold exchanges and discussions with grass-roots migrant workers and representatives of migrant workers. All inspection groups should strictly abide by the eight regulations of the Central Committee on improving the work style and maintaining close ties with the masses and the relevant provisions on the building of a clean and honest party style and government, and be honest and self-disciplined. We must persist in going deep into the grass roots, in reality, and among migrant workers, so as to ensure that the work of inspectors does not go through the formality.
