Promoting New Rural Development with Reform and Making New Progress in Rural Reform

The year 2014 is vividly called the "year of Reform". Over the past year, departments at all levels of the Ministry of Agriculture have concentrated their efforts on deepening rural reform, and new progress has been made in rural reform.

Innovate the promotion mechanism of rural reform. First, the Ministry of Agriculture has studied and formulated the opinions of the Central Committee on deepening the division of labor among reform departments, and has clearly defined the responsible units for the 48 reform tasks. Second, the Ministry of Agriculture has established a leading group for deepening rural reform to coordinate the internal coordination and external liaison of the reform work. The third is to draft the key points of the reform of the Ministry of Agriculture in 2014. Fourth, to study and formulate a "medium-and long-term reform implementation plan" to undertake the first leading task and report it.

Build a high-level platform for rural reform. On November 20, 2014, the Ministry of Agriculture, together with relevant departments, jointly approved 34 counties (cities and districts), including Tongzhou District of Beijing, as the second batch of national rural reform pilot areas, together with the first batch of nine pilot areas such as Yutian County in Hebei Province. Undertake 14 new reform pilot tasks respectively. Up to now, the number of pilot areas for rural reform has reached 58, covering 28 provinces (autonomous regions and municipalities) across the country, and a relatively complete experimental work system for rural reform has been basically formed.

Strengthen the guarantee of the rule of law in rural reform. Before the fourth Plenary session of the 18th CPC Central Committee, the Ministry of Agriculture drafted the opinions of the ministerial party group on the topics of the plenary session and the draft for soliciting opinions on the "decision," and suggestions on strengthening agricultural legislation and legislation on environment and resources were adopted by the Central Committee. After the plenary session was held, opinions on implementing the spirit of the fourth Plenary session of the 18th CPC Central Committee and promoting the construction of the rule of law in agriculture were drafted. At the same time, we will actively promote and improve laws and regulations in important areas, and cooperate with relevant departments to speed up the revision of more than 10 agricultural laws and regulations. Combined with the situation of rural reform, draft the legislative plan of the Ministry of Agriculture from 2015 to 2020.

Increase policy support for rural reform. In order to promote rural reform, the Ministry of Agriculture strengthens investigation and research and serves the reform and decision-making. Over the past year, a total of 18 major research topics have been arranged, 14 special investigations have been carried out, and more than 50 research projects have been carried out by social forces entrusted by the agricultural soft science research platform. a number of research reports have been formed in the aspects of increasing farmers' income, new scissors between urban and rural areas, pilot projects of target prices, agricultural subsidies and cultivated land protection, which have been submitted to the leaders of the State Council for reference, so as to provide important reference for agricultural reform decision-making. It has effectively played the role of service reform decision-making.
