The Ministry of Agriculture demands that all efforts should be made to do a good job in the eradication of horse-borne poverty.
On December 16, the Ministry of Agriculture held a symposium on the prevention and control of horse gangrene and horse-spread poverty in Kunming, Yunnan Province, to study and deploy the next step in the elimination of horse-borne gangrene and horse-spread poverty.
Horse gangrene and horse poverty have been prevalent in China for more than half a century. In history, horse gangrene and horse poverty were prevalent in 21 and 22 provinces respectively, which caused huge economic losses to agriculture and animal husbandry production. In the prevention and control of horse gangrene and horse-borne poverty, animal husbandry and veterinary departments at all levels adhere to planning first, rely on science and technology, and take comprehensive prevention and control measures such as immunization, surveillance, culling and so on, and have achieved remarkable results. In recent years, there are no new clinical cases of equine gangrene and equine-borne poverty in China, and no positive animals have been detected. The positive rate of equine-borne poverty has decreased year by year.
The Ministry of Agriculture requires that all localities should earnestly strengthen organization and leadership, pay close attention to the implementation of key measures, comprehensively strengthen the prevention and control of horse gangrene and horse-borne poverty, and complete the goals set out in the National medium-and long-term Animal Disease Prevention and Control Plan (2012-2020) on time. In the prevention and control of horse gangrene, it is necessary to maintain epidemic-free through supervision and prove to be epidemic-free through surveillance. Epidemic-free provinces should strengthen surveillance and resolutely prevent the occurrence of imported epidemics. At the same time, it is necessary to do a good job in collating data so as to provide a scientific and detailed basis for carrying out national epidemic-free assessment. In terms of prevention and control of horse-borne poverty, we should give priority to prevention and carry out comprehensive prevention and control measures of "regional prevention and control, classified guidance, and steady progress". We should do a good job in monitoring and purification, expand the scope and number of monitoring, and strictly take measures such as culling and harmless management of positive animals detected. Strengthen quarantine supervision and prevent cross-regional spread. Make good emergency preparedness, in the event of an epidemic, do a good job of emergency response in accordance with the regulations. Strengthen the management of epidemic prevention, do a good job in the registration of equine animals and records of various prevention and control work.
