Remarkable achievements have been made in the development of agricultural and rural economy in 2014.

On December 22nd, the reporter learned from the Ministry of Agriculture that in the coming 2014, the agricultural and rural economy has achieved steady progress, stable quality improvement and stable efficiency at a high starting point: grain production has achieved "11 consecutive increases", with a total output of 1.2142 trillion jin, an increase of 10.32 billion jin over the previous year, reaching the level of 1.2 trillion jin for two years in a row. The growth of farmers' income will exceed that of GDP and the income of urban residents for the fifth year in a row, and the income ratio between urban and rural residents is expected to shrink to less than 3 ∶ 1.

Under the background of increasing downward pressure on the economy, the agricultural and rural economic situation is good, which provides strong support for "stabilizing growth, adjusting the structure, promoting reform, and benefiting the people's livelihood" under the new normal, and plays a "Poseidon needle" role in stabilizing the overall situation of economic and social development.

In the face of the complex and grim economic situation at home and abroad, agricultural departments at all levels persist in making strong attacks at high points, are not afraid of difficulties in exploration and innovation, highlight key points and grasp implementation, and integrate and optimize cohesion. We have achieved both the stability and increase of grain income, the development and reform, the promotion of business style, and the linkage between the central and local governments, thus forming a strong joint force to promote the development of agriculture, rural areas and farmers, and achieved remarkable results. Cotton oil, sugar, fruits, vegetables and tea, meat, eggs and milk, and aquatic products are in abundant supply, and the market is generally stable. There were no major incidents of quality and safety of agricultural products or major regional animal epidemics throughout the year. Agricultural machinery, land reclamation, and agricultural products processing industries have developed steadily, rural reform has been carried out in a solid manner, annual reform tasks led or participated by the agricultural sector have been completed in an all-round way, and breakthroughs have been made in some aspects. New steps have been made in the registration and issuance of land contractual management rights, innovation in the agricultural management system, reform of the target price of agricultural products, and steady progress in the reforms of the seed industry, land reclamation, and rural finance. New progress has been made in the construction of pilot areas for rural reform and national modern agricultural demonstration areas.

It is understood that over the past year, the national agricultural system has focused on the following key tasks:

Promote the creation and implementation of policies. Consolidate the fundamentals and initially form a policy support system covering all fields and links of agricultural production. We will open up new ways, promote the introduction of subsidies for the registration and certification of rights, and launch pilot subsidies for the treatment and restoration of cultivated land polluted by heavy metals, the resource utilization of livestock and poultry manure, and the expansion of cattle, beef and sheep. We will cultivate growth points, make new breakthroughs in supporting agriculture through finance and insurance, and pilot trials of various types of financial support for agriculture will be carried out gradually. We will promote the increase of income, strive to increase support for the increase of farmers' income, and take more measures to increase farmers' employment and income.

We will continue to strengthen infrastructure construction, start the construction of a number of high-standard farmland for ensuring harvest by drought and waterlogging, and implement projects to protect and improve the quality of cultivated land. We have persisted in grasping major grain-producing counties, key areas and major varieties, held 492 on-site training courses in major grain-producing counties across the country, and deployed supervision and crop guidance services by region. We will persist in scientifically dealing with serious natural disasters, do our best to tackle key problems in the mode of increasing production, and further improve the level of high production.

We will strengthen the guidance of scientific and technological innovation, speed up the construction of a new mechanism for the development of modern seed industry, and create a new mechanism for the joint research of improved seed production, learning and research. We will speed up the development of agricultural mechanization and pay close attention to the mechanization of weak links such as rape, cotton and sugarcane. We have accelerated the entry of information into villages and households, implemented the national Internet of things application demonstration project, and built a number of comprehensive information service platforms for agriculture, rural areas and farmers. We launched the project to cultivate new-type professional farmers, trained more than 1 million new-type professional farmers throughout the year, promoted the building of a contingent of practical talents in rural areas, and recruited more than 10, 000 special-post agrotechnical personnel in 13 provinces.

We should pay close attention to the supervision of the quality and safety of agricultural products, control the agricultural ecological environment, and strengthen the prevention and control of animal diseases.

We will hold a training course in the national modern agricultural demonstration zone and launch the second batch of reform pilot areas and experimental tasks. We will study and promote the reform of land reclamation, innovate systems and mechanisms, and build large-scale modern agricultural enterprise groups.
