National Agricultural Science and Technology Innovation Alliance established in Beijing

On December 22, the National Agricultural Science and Technology Innovation Alliance was established in Beijing. Han Changfu, minister of agriculture, pointed out at the founding meeting that building a national agricultural science and technology innovation alliance is an important measure to realize the drive of agricultural innovation and deepen the reform of the agricultural science and technology system, and it is necessary to conscientiously implement the central policy decisions and arrangements, strive to build the national agricultural science and technology innovation alliance well, inject innovative vitality for speeding up agricultural scientific and technological progress, and provide strong support for promoting agricultural modernization.

Han Changfu said: at present, China is in a critical period of accelerating agricultural modernization, and stabilizing grain income, adjusting structure, and improving quality and efficiency have put forward newer, higher and more urgent requirements for agricultural scientific and technological innovation. Build a national agricultural science and technology innovation alliance, fully unite the national agricultural scientific research force through institutional innovation, and strive to improve the efficiency of agricultural scientific and technological innovation. From the requirements of modern agricultural development, there is an urgent need to give full play to the core driving role of scientific and technological innovation; from the current situation of the development of agricultural science and technology in China, there is an urgent need to deepen reform to stimulate innovation vitality and improve innovation efficiency; from the development trend of international agricultural science and technology, there is an urgent need to coordinate and speed up the establishment of a coordinated and efficient agricultural scientific research organization model.

Han Changfu stressed that it is necessary to correctly grasp the goal orientation of the National Agricultural Science and Technology Innovation Alliance. We should make great efforts on one game of chess, one-stop train and integration, build a new pattern of "one game of chess" agricultural scientific research work of division of labor and cooperation, make the alliance become the core platform for the national agricultural scientific research to jointly tackle key problems, create a "through-train" agricultural scientific research organization model covering the upper, middle and lower reaches, and make the alliance become the backbone network of national agricultural scientific and technological innovation. To build a multi-disciplinary integrated "integrated" agricultural science and technology comprehensive solution, so that the alliance has become an important force to support the development of modern agriculture.

Han Changfu requires that the scientific and technological innovation alliance should revolve around the strategic needs of the country's agriculture, aim at the key to industrial development, uphold the spirit of great unity and cooperation, and work in a down-to-earth manner. work together to create an agricultural science and technology innovation platform with focused innovation goals, clear innovation tasks, innovation team coordination, innovation resource optimization, innovation platform sharing and innovation force cooperation. Let the National Agricultural Science and Technology Innovation Alliance show its strength in the progress of agricultural science and technology in China as soon as possible. It is necessary to adhere to the problem-oriented, scientifically refine the main scientific research tasks of the alliance, sort out the discipline layout, scientifically select the advantage and characteristic teams of the alliance, strengthen the establishment of rules and regulations, and scientifically determine the operation and management mechanism of the alliance.

It is understood that the National Agricultural Science and Technology Innovation Alliance is a national scientific and technological innovation cooperation platform with the participation of the national, provincial, prefectural and municipal agricultural (animal husbandry) industry and the Academy of Agricultural Reclamation Sciences, and is the main force of China's agricultural scientific and technological innovation. The alliance mainly has four key tasks: strengthening the basic and long-term scientific and technological work to consolidate the foundation for the development of agricultural disciplines; strengthening the tackling of key agricultural technologies to break through the technical bottlenecks restricting development; strengthening the frontier and basic research of agricultural disciplines to seize the strategic commanding heights; and strengthening the research and development of major scientific and technological projects in different ecological regions to promote the transformation, upgrading and sustainable development of regional agriculture. At the same time, organize and carry out research on major issues in the development of agricultural science and technology, and put forward major strategic consultation reports and policy recommendations.

The meeting was chaired by Zhang Taolin, vice minister of the Ministry of Agriculture. Li Jiayang, vice minister of the Ministry of Agriculture and president of the Chinese Academy of Agricultural Sciences, read out the proposal of the National Agricultural Science and Technology Innovation Alliance on behalf of the national agricultural research institutions. Chen Mengshan, secretary of the party group of the Chinese Academy of Agricultural Sciences, and Bi Meijia, chief economist of the Ministry of Agriculture, attended the meeting. At the meeting, the working leading group of the Alliance was set up, the Council and Secretariat of the Alliance were set up, and the chairman, vice-chairman, secretary-general and deputy secretary-general of the first council were elected. Responsible comrades of the Chinese Academy of Agricultural Sciences, the Chinese Academy of Water Sciences, the Chinese Academy of Thermal Sciences, the Planning and Design Research Institute of the Ministry of Agriculture, the Academy of Agricultural (Animal Husbandry) and the Academy of Land Reclamation, as well as relevant departments, bureaus and institutions of the Ministry of Agriculture attended the inaugural meeting.
