Entrusted by the State Council, I would like to report to the standing Committee of the National people's Congress on the input and use of state financial water conservancy funds for consideration.

I. the basic situation of state financial investment in water conservancy funds

Water is the source of life, the essence of production and the foundation of ecology. Promoting water conservancy and eliminating water disasters is a major event in the governance of the country. The CPC Central Committee and the State Council have always attached great importance to water conservancy work. In 2011, the CPC Central Committee and the State Council printed and issued the decision on speeding up Water Conservancy Reform and Development (Zhongfa (2011) No. 1). It further defines the strategic orientation, guiding ideology and policy objectives of water conservancy reform and development in the new period. All regions and relevant departments have conscientiously carried out the central decision-making and deployment, taking water conservancy as a key area of support, increasing capital investment, and strengthening the management of the use of funds, which has effectively promoted the reform and development of water conservancy.

(1) the investment of financial water conservancy funds in recent years. Since 2011, the stable growth mechanism of financial water conservancy funds has been gradually established. From 2011 to 2013, the total investment of national financial water conservancy funds was 1.3261 trillion yuan, with an average annual growth rate of 19%. It mainly includes two channels: general public budget and government fund budget.

1. General public budget investment in water conservancy. From 2011 to 2013, the national general public budget allocated 942.3 billion yuan for water conservancy, accounting for 71% of the total financial investment in water conservancy.

two。 Budget water conservancy input of government funds. From 2011 to 2013, the national government fund allocated 383.8 billion yuan in water conservancy investment, accounting for 29% of the total financial investment in water conservancy.

(2) the current situation of fund allocation and management. The financial water conservancy funds are divided into the central government and the local government, with the central government accounting for about 46% and the local government accounting for about 54%. The allocation and management of water conservancy funds in the central finance is closely related to the current management system, which mainly involves the Ministry of Finance, the Development and Reform Commission, the Ministry of Water Resources, the South-to-North Water transfer Office, the three Gorges Office and other departments. The Ministry of Finance is mainly responsible for the budget preparation, implementation and final accounts of the central government water conservancy funds, and formulates the management system in conjunction with the relevant departments. Other departments shall allocate and use the management funds in conjunction with the Ministry of Finance in accordance with their responsibilities and the direction of the use of funds.

II. Main practices and effects of strengthening the management of state financial water conservancy funds

In recent years, while greatly increasing financial investment in water conservancy funds, relevant departments and localities have continuously improved the management system for the use of water conservancy funds and strengthened supervision and inspection, which have played an important role in promoting policy implementation and improving the country's ability to ensure water security.

(1) give prominence to supporting key areas and weak links of water conservancy. First, support the construction of rural drinking water safety projects. In the first three years of the 12th five-year Plan, the problem of drinking water safety for 188 million rural residents and more than 26 million rural school teachers and students has been solved. It is expected that the problem of drinking water safety for more than 60 million rural people will be solved in 2014, laying the foundation for the completion of the 12th five-year Plan of the national rural drinking water safety project by the end of 2015. Second, support the construction of major backbone projects. Steady progress has been made in the regulation of major rivers and lakes, and the regulation of the middle and lower reaches of the Yangtze River and the lower reaches of the Yellow River has been implemented in an orderly manner. Sichuan Tingzikou and other river control hub projects have been completed and brought into full play. The first phase of Yintao Project in Gansu Province has been basically completed. The implementation of a number of major water conservancy projects was accelerated, and construction of important water conservancy projects such as Datengxia on the Xijiang River began. The third is to support the construction of weak links such as irrigation and water conservancy. More than 370 large-scale irrigation districts have been rebuilt and 251st large-scale irrigation and drainage pumping stations have been renovated, 26 irrigation districts such as the Sanjiang Plain in Heilongjiang Province have been built, 406 water-saving projects in medium-sized irrigation districts have been implemented, and the construction of small farmland water conservancy key counties in 2450 counties (times) has been carried out. At present, nearly 8000 irrigation districts of more than 10,000 mu have been built throughout the country. The effective utilization coefficient of farmland irrigation water increased from 0.43 to 0.52, and the effective irrigation area increased by 127 million mu to 952 million mu. Fourth, support and improve the system of flood control, drought relief and disaster reduction. We will further strengthen the management of major tributaries of major rivers and continue to promote the safety construction of flood storage areas and the construction of seawalls. More than 40, 000 small reservoirs and more than 300 large and medium-sized reservoirs have been strengthened, 147 important tributaries and more than 4000 small and medium-sized rivers have been harnessed, the first phase of the national flood control and drought relief command system has been fully completed, 2058 counties have initially completed mountain torrent disaster forecasting and early warning systems, and 2144 county-level drought relief service organizations have strengthened their emergency and drought relief capabilities. Up to now, the flood control and disaster reduction system for major rivers in China has been basically formed, and 410000 kilometers of dikes have been built throughout the country. Important sections of major rivers basically have the ability to prevent the largest flood that has occurred since the founding of the people's Republic of China, and the flood control standards for important cities have reached the level of once in 100-200 years. Fifth, support the construction of the south-to-north water diversion project. The eastern route project was officially opened to water at the end of 2013, and the middle route project was officially opened to water on December 12, 2014. The water quality of the eastern route is stable in Ⅱ-Ⅲ class, while the water quality of Danjiangkou Reservoir and Taocha intake in the middle route is generally better than that of Ⅱ, which can meet the needs of water transfer. The sixth is to support the construction of water ecological civilization. An area of 65200 square kilometers of soil erosion has been controlled, 5.3714 million mu of slopes have been changed into ladders, and more than 70 percent of the soil erosion area in the project area has been effectively controlled. Achievements have been made in ecological management of key river basins, key management tasks of Shiyang River have been completed, and rational utilization of water resources and ecological protection in Dunhuang have been implemented. We will vigorously support the country's water resources monitoring capacity and the building of a water-saving society, and the strictest water resources management system has been initially established. Seventh, support the resettlement of large and medium-sized reservoirs in the later stage. In 2006, the State Council issued the opinions on improving the late-stage support policies for large and medium-sized reservoir immigrants (Guofa (2006) No. 17), implementing the late-stage support policies for large and medium-sized reservoir immigrants. At present, the problem of food and clothing for rural migrants from large and medium-sized reservoirs across the country, which has been incorporated into the later support policy, has been basically solved, the production conditions have been significantly improved, and the living standard has been continuously improved. Eighth, support the implementation of the follow-up work plan for the three Gorges. In 2011, the State Council approved the implementation of the follow-up work plan for the three gorges. Over the past three years, the resettlement in the reservoir area has become rich steadily, the protection of the ecological environment and the prevention and control of geological disasters have been further strengthened.

(2) innovate the system and mechanism of financial support for water conservancy construction. The first is to innovate the fund allocation mechanism. We will gradually establish fund allocation methods such as formula method, factor method and performance linkage, so as to promote the scientific and standardized allocation of funds. The second is to lower the project examination and approval authority. For projects with a large amount of tasks and a wide range of points, the funds will be allocated to the province and arranged by the local authorities as a whole, so as to make the project construction more in line with the local reality. The third is to innovate the selection mechanism of project subjects. Various localities have generally adopted a variety of ways to select small key counties of irrigation and water conservancy, such as competition, factor scoring and differential recommendation, and have innovated the construction model of irrigation and water conservancy and the mechanism of financial support for agriculture. The fourth is to innovate the organization mobilization mechanism. Giving full play to the main role of farmers, by means of building first, replacing compensation with awards, and assistance from civil offices, farmers, farmers' professional cooperative organizations, village group collectives, and new agricultural management subjects are taken as the supporting objects of small-scale irrigation and water conservancy projects. allow them to set up project legal persons to carry out construction, guide and encourage farmers to join the labor force, and turn "I want to do" into "I want to do it". Fifth, innovate the mechanism of operation, management and protection. We will support deepening the reform of the management system of state-owned water conservancy projects, actively promote the separation of nutrients from water conservancy projects, distinguish the types and nature of water management units, adopt different financial support policies, and implement maintenance and maintenance funds. Pilot projects will be carried out to reform the property rights system of small-scale irrigation and water conservancy facilities and to innovate the operation, management and protection mechanism, and to deepen the comprehensive reform of agricultural water prices. The personnel funds and public welfare business funds of grass-roots water conservancy service institutions have been incorporated into the county-level budget, and the grass-roots water conservancy service system has been strengthened. The sixth is to establish a system of paid use of water resources. Actively promote the reform of water resources fees, distinguish between surface water and groundwater, formulate the collection standards of water resources fees, and put forward the guiding objectives of the collection standards of water resources fees in various regions at the end of the Twelfth five-year Plan.

(3) to strengthen the overall integration of water conservancy funds. First, we will implement the construction of small-scale key counties for irrigation and water conservancy. The Ministry of Finance and the Ministry of Water Resources, in accordance with the principles of "unified planning, step-by-step implementation" and "building one piece, giving full play to efficiency and benefit", integrate funds, concentrate investment, and focus on support. the project area has basically solved the problems of low standards, poor quality and repeated repair of irrigation and water conservancy facilities in the past, and explored an effective way to open up the "last kilometer" of irrigation and water conservancy. Second, support Inner Mongolia, Liaoning, Jilin, Heilongjiang and other four provinces (regions) to implement the "water-saving and grain-increasing action." From 2012 to 2015, we will integrate funds such as small-scale irrigation and water conservancy, comprehensive agricultural development, modern agricultural production development, and agricultural science and technology popularization, and support the development of large-scale, efficient and water-saving irrigation of 38 million mu. The third is to support the pilot project of comprehensive treatment of groundwater overexploitation in Hebei Province. In accordance with the arrangements for the coordinated development of Beijing, Tianjin and Hebei, we will integrate funds as a whole, support the pilot areas of Hebei Province to adjust the planting structure, strengthen the construction of water conservancy projects, vigorously develop efficient water-saving irrigation, and strictly manage groundwater, as well as carry out institutional and mechanism innovation focusing on the comprehensive reform of agricultural water prices. Judging from the current situation, the progress of the pilot project is better than expected, and many governance measures have been implemented.

(4) earnestly strengthen the management of water conservancy funds. First, establish and improve the management system of water conservancy funds. In accordance with the requirements of "administration according to law, financial management according to law" and "power search and standardizing process", the Ministry of Finance, together with relevant departments, has made great efforts to establish and improve the water conservancy fund management system, and all localities have formulated detailed rules for implementation in the light of practice. it has achieved full coverage of capital projects and operation process. The second is to establish a diversified supervision system. The Ministry of Finance, together with relevant departments, has brought water conservancy funds arranged by finance at all levels into the scope of supervision and management from the aspects of system construction, budget management, supervision and inspection, information disclosure, and risk prevention and control of a clean government. We will strengthen audit supervision, financial supervision and water conservancy inspection, and give full play to the supervisory role of society, the media and the masses of farmers.

(5) actively promote performance management. The first is to promote departmental budget performance management. Draw up the department budget scientifically to ensure that the department performs its functions and key expenditure fund requirements. Efforts will be made to promote the disclosure of departmental budgets and "three public" funds, and improve budget transparency. In order to strengthen the management of budget implementation, the Ministry of Water Resources has established the "three mechanisms" of budget project reserve, budget implementation assessment and dynamic monitoring of budget implementation, and established the "Water Conservancy Audit immune system" in conjunction with the Audit Office. online real-time monitoring of each treasury centralized payment funds and directly subordinate unit financial accounting to ensure that the budget implementation is timely and balanced, and the fund payment is safe and effective. The second is to gradually expand the scope of performance management of special funds. A performance evaluation system has been established for the treatment of small and medium-sized rivers, the reinforcement of small-scale diseased and dangerous reservoirs, and the construction of small-scale irrigation and water conservancy projects. The assessment of the implementation of the central water conservancy investment plan and the post-evaluation of construction projects have been carried out. The results of performance evaluation are linked with relevant projects and funding arrangements, thus strengthening the supervision and management of projects by local governments and project units.
