The just-concluded Central Rural work Conference has made important arrangements for further deepening rural reform and speeding up agricultural modernization in the context of the new normal of economic development. This is the strategic requirement put forward by the CPC Central Committee for comprehensively grasping the law of modernization development and profoundly analyzing the new opportunities, new challenges, new situations, and new tasks for the development of agriculture, rural areas and farmers.

Agricultural modernization is the fundamental direction of agricultural development. From the general law of modernization construction, without agricultural modernization, there will be no modernization of the whole society; from the perspective of stable economic growth, agriculture will be stable and the world will be stable, with the continuous production and efficiency of modern agriculture, there will be the foundation of social stability and the basis of reform and innovation. From the perspective of agricultural sustainable development, under the condition of profound changes in the internal and external environment of agricultural development, agricultural modernization is the only way to deal with various challenges and persist in innovation and development.

To accelerate the development of agricultural modernization, the most urgent thing at present is to vigorously promote the transformation of the mode of agricultural development and the adjustment of agricultural industrial structure. This is determined by the difficulties and challenges, foundations and opportunities faced by China's agricultural development.

In recent years, China's achievements in the field of agriculture, rural areas and farmers are obvious to all, but various risks and structural contradictions are also accumulating. On the one hand, the environmental deterioration caused by the shortage of agricultural soil and water resources and soil degradation and non-point source pollution is more prominent. at the same time, the changes in the structure of rural labor force and the imbalance of agricultural industrial structure are more prominent. The practical problems of "who will farm land" and the problems of resource industry distribution of north-to-south grain transportation and south-to-north water diversion have been placed on urban and rural areas together. On the other hand, the "floor" effect of rising agricultural production costs and the "ceiling" phenomenon that the prices of major agricultural products are higher than those of similar international products are squeezed together, while agricultural infrastructure and scientific and technological support still need to be strengthened and improved.

Fundamentals are as rare as opportunities. This year, China's grain and other major agricultural products have continued to increase production, and farmers' incomes have continued to increase rapidly, which provides a stable guarantee for the transformation of agricultural development and structural adjustment, and the full implementation of the national food security strategy of ensuring basic self-sufficiency in grain and the safety of rations, so that the key points of agricultural production and the direction of food rations will be more clear, and there will be more policy environment and resource space for structural adjustment. With the continuous growth of the income of urban and rural residents, the demand for the quality of food consumption is getting higher and higher, and there are more and more varieties, which objectively brings great impetus to the transformation and structural adjustment; at the same time, at present, the supply of staple agricultural products in the international market is relatively abundant, which also provides conditions for us to make use of the two markets and two kinds of resources to speed up transformation and upgrading.

A comprehensive understanding and accurate grasp of this opportunity and challenge is of vital importance to the transformation and structural adjustment of agricultural development. Proceeding from China's national conditions and agricultural conditions, the current mode of agricultural development is to shift from quantitative growth to equal emphasis on quantity and quality, from relying mainly on hard resources and material input to relying on scientific and technological support and improving the quality of laborers; structural adjustment is to constantly optimize the planting and breeding structure, product structure and regional structure according to the changes in market demand and the conditions of the amount of resources.

The fundamental driving force for the transformation of agricultural development and structural adjustment lies in reform and innovation. The current achievements in China's agricultural development depend on reform and innovation. at present, facing the new normal and new challenges of economic development, rural reform needs new actions and new efforts, and the development of modern agriculture needs a new realm and a new atmosphere.
