The meeting pointed out that in 2014, agricultural departments at all levels conscientiously implemented the central policy decisions and arrangements, worked hard and worked in a down-to-earth manner, and the agricultural and rural economy achieved steady progress, stable quality improvement, and stable efficiency at a high starting point. Grain production has achieved a record "11 consecutive increases", farmers' income has achieved "11 consecutive fast", agricultural industries have developed steadily, and rural reform has been carried out in a solid manner. The good economic situation in agriculture and rural areas has provided a strong support for "stabilizing growth, adjusting the structure, promoting reform, and benefiting the people's livelihood" under the new normal, and played a "Poseidon needle" role in stabilizing the overall situation of economic and social development.

The meeting focused on the issue of changing the mode, adjusting the structure, and speeding up the modernization of agriculture. The meeting pointed out: at present, the most urgent task for the agricultural sector to adapt to the new normal and promote the development of modern agriculture is to vigorously promote the transformation of the mode of agricultural development and structural adjustment. In accordance with the requirements of the central deployment, we should persist in taking reform as the driving force, science and technology as the guide, and the rule of law as the guarantee, and spare no effort to promote the "transformation of the mode and structure" of agricultural development. In the way of transformation, the focus is to promote agricultural development from quantitative growth to equal emphasis on quantity and quality, from relying on resources and material input to relying on scientific and technological progress and improving the quality of workers. The key point of structural adjustment is to scientifically determine the self-sufficiency level, production priority and regional layout of major agricultural products according to the changes in market demand and the characteristics of resource endowment, and on the premise of ensuring "basic self-sufficiency of grain and absolute safety of food rations." constantly optimize the planting and breeding structure, product structure, and regional structure. We should pay more attention to increasing grain production capacity and tapping the new potential of grain production; pay more attention to the quality and safety of agricultural products to ensure "safety on the tip of the tongue"; pay more attention to technological innovation and mode of operation innovation to promote agricultural efficiency and increase farmers' income; pay more attention to agricultural resources and environmental protection to achieve sustainable agricultural development; pay more attention to adapt to market demand and resource conditions, optimize and adjust the industrial structure. Pay more attention to the use of two kinds of resources in the two markets to improve the competitiveness of agriculture. We should pay attention to grasping the rhythm and methods, adhere to the basic principles of respecting farmers, respecting the market, respecting reality, and giving priority to grain protection, and improve the scientific nature of our work and the pertinence and effectiveness of policies.

The meeting pointed out that next year, on the basis of doing a good job of regular work, we should closely focus on the main line of "stabilizing grain income, adjusting structure, improving quality and increasing efficiency", forcefully attack to meet challenges at high points, seize opportunities to open a new bureau, deepen rural reform, promote scientific and technological innovation, strengthen the guarantee of the rule of law, speed up the construction of modern agriculture, and do everything possible to stabilize grain output at more than 1.1 trillion jin and keep farmers' income growth at more than 7.5%. We will strive to ensure that major incidents of quality and safety of agricultural products and major regional animal epidemics do not occur, continuously improve the contribution rate of agricultural scientific and technological progress and the utilization rate of agricultural resources, and consolidate the good situation in the development of agricultural and rural economy. to provide strong support for the overall situation of economic and social development. Lay stress on the following key tasks: guide the orderly circulation of land management rights and develop appropriate scale operation of agriculture; expand the pilot project of registration and certification of land contractual management rights to consolidate the innovation foundation of agricultural management system; promote the reform of rural collective property rights system, protect farmers' property rights and interests, deepen the reform of agricultural administrative law enforcement system, and improve the level of agricultural administration according to law. Further promote the construction of rural reform experimental areas and national modern agricultural demonstration areas, explore the path of rural reform and lead agricultural modernization; do a good job in tackling key problems of green production and steadily develop grain production; scientifically promote the adjustment of planting structure and promote agricultural quality improvement and efficiency; vigorously develop beef and mutton production and build a new planting and breeding structure with consideration of grain and feed, combination of agriculture and animal husbandry and circular development. Promote the initial processing of agricultural products, help farmers reduce damage and increase income; develop e-commerce of agricultural products, speed up the pace of agricultural informatization; promote the reform of agricultural science and technology system and speed up the pace of agricultural science and technology innovation; speed up the development of modern seed industry and enhance the innovation ability of seed industry; promote the reform and development of agricultural reclamation, increase the vitality of agricultural reclamation development, strengthen the weak links and follow-up services of agricultural machinery operation, and promote the sustainable development of agricultural mechanization. Promote the integrated development of the training of new professional farmers and the cultivation of new agricultural operators, build a team of high-quality modern agricultural producers and operators, carry out activities to establish a national agricultural product quality and safety county, and strive to improve the quality and safety level of agricultural products; around the goal of "one control, two reductions and three basics", we should do a good job in the battle to control agricultural non-point source pollution, improve the supervision system of pig slaughtering and ensure the quality and safety of livestock and poultry products. We will continue to carry out clean-up and renovation actions of the "isolated household network", strengthen the protection of fishery resources and the environment, strengthen the guidance and support of "going out" in agriculture, and expand the space for China's agricultural development.
