The No. 1 document of the Central Committee in 2015 will focus on the issues of agriculture, rural areas and farmers for the 12th year in a row.

The Central Rural work Conference, which concluded yesterday, focused on the theme of agricultural modernization and discussed the "opinions of the CPC Central Committee and the State Council on further deepening rural reform and accelerating agricultural modernization (discussion draft). According to past practice, after discussion and revision, this discussion draft will formally form the No. 1 document of the CPC Central Committee in 2015.

Document No. 1 in 2014 made comprehensive arrangements for rural reform with the theme of "comprehensively deepening rural reform and speeding up agricultural modernization". The first document of 2015 is expected to continue the idea of deepening reform and speed up the transformation of agricultural production methods.

Zheng Fengtian, a professor at the School of Agriculture and Rural Development of Renmin University of China, told the Shanghai Securities News: "in the past, agricultural modernization could pay all costs to ensure food quantity security, but now the connotation of agricultural modernization is obviously different. More emphasis is placed on ensuring sustainable development at the cost of relatively few resources, with equal emphasis on quantity, quality and benefit."

Agricultural modernization is the foundation and support of national modernization, and it is still a prominent "deficiency" at present. The meeting stressed that tapping the consumption potential of the largest group of farmers can give better play to the basic role of consumption; agricultural and rural infrastructure and public services are backward, and there is a huge demand for new investment, and making good use of this space can give better play to the key role of investment; expanding and strengthening the agricultural industry can form many new industries, new business type, new models, and cultivate new economic growth points.

The meeting gave a direction for promoting agricultural modernization: first, to vigorously develop agricultural industrialization. Promote the integration and interaction of the primary, secondary and tertiary industries; second, actively develop various forms of appropriate scale operation. Guide and standardize the orderly transfer of land management rights, develop various new types of agricultural operators, and avoid "non-grain" and "non-agriculture"; third, build resource-saving and environment-friendly agriculture; and fourth, increase agricultural policies and capital investment. Overall integration of agriculture-related funds, innovation of agricultural investment and financing mechanism, improve the financial support system for agriculture; fifth, make good use of two kinds of resources in the two markets.

The National Agricultural work Conference held during the Central Rural work Conference detailed the focus of next year's work: in 2015, we should persist in stabilizing grain income, adjusting structure, improving quality and efficiency as the main line, deepen rural reform, promote scientific and technological innovation, and speed up the construction of modern agriculture. Continue to improve the contribution rate of agricultural scientific and technological progress and the utilization rate of agricultural resources.

In the aspect of land system reform, it is proposed to guide the orderly circulation of land management rights and develop appropriate scale operation of agriculture, expand the pilot project of registration and certification of land contractual management rights, consolidate the innovation foundation of agricultural management system, and promote the reform of rural collective property rights system to protect farmers' property rights and interests.
