Han Changfu, minister of agriculture, said: the good economic situation in agriculture and rural areas has provided strong support for "stabilizing growth, adjusting the structure, promoting reform, and benefiting the people's livelihood" under the new normal, and has played a "Poseidon" role in the overall economic and social development. It is understood that the increase in stable grain income this year has become a bright spot for the whole year. Cotton oil, sugar, fruits, vegetables and tea, meat, eggs and milk, and aquatic products are in abundant supply, and the market is generally stable. There were no major incidents of quality and safety of agricultural products or major regional animal epidemics throughout the year. Agricultural machinery, land reclamation and agricultural products processing industries have developed steadily, rural reform has been carried out in a solid manner, new steps have been made in the registration and issuance of land contractual management rights, innovation in the agricultural management system, and the reform of the target price of agricultural products. Steady progress has been made in the reform of seed industry, land reclamation and rural finance, and new progress has been made in the construction of rural reform pilot areas and national modern agricultural demonstration areas.

A policy support system covering all fields and links of agricultural production has been initially formed. In 2014, China's agricultural system actively promoted the introduction of subsidies for registration and certification of rights, and launched pilot subsidies such as the treatment and restoration of cultivated land polluted by heavy metals, the resource utilization of livestock and poultry manure, and the expansion of cattle, beef and sheep, and other subsidies; made new breakthroughs in supporting agriculture through finance and insurance, and various pilot trials of financial support for agriculture were carried out step by step; efforts were made to increase support for farmers' income, and more measures were taken to increase farmers' employment and income.

The production and supply of "vegetable basket" products is guaranteed. The large-scale and standardized production of horticultural crops has gone up again, and the area and output of vegetables and fruits have achieved "double increase". We will promote the transformation and upgrading of animal husbandry and guide the development of large-scale and standardized farming. It is estimated that the output of meat and milk for the whole year will increase by 0.8% and 6.6% respectively over the previous year. We will strengthen the ecological protection of fishery waters and promote the construction of modern fisheries, and it is estimated that the output of aquatic products for the whole year will increase by 3.7% over the previous year.

The support of qualified personnel for agricultural science and technology equipment has been strengthened. It is estimated that this year, the contribution rate of agricultural scientific and technological progress will reach 56%, and the comprehensive mechanization level of crop cultivation and harvest will exceed 61%. According to the Ministry of Agriculture, this year, China has accelerated the construction of a new mechanism for the development of modern seed industry, created a new mechanism for the joint research of improved seed production, learning and research, and promoted the mechanization of weak links such as rape, cotton and sugarcane.
