However, at present, the weakest link in China's modernization is still the lag of agricultural modernization, and the most prominent contradiction in the economic and social system is still the obvious obstacle to the dual system of urban and rural areas. the most serious restriction in the process of building a well-off society in an all-round way is still the gap between urban and rural development and the excessive income gap of residents.

In view of the deep-seated contradictions in the issues of agriculture, rural areas and farmers, the 18th CPC National Congress stressed the need to "promote the simultaneous development of industrialization, informationization, urbanization and agricultural modernization" and made it clear that "the integration of urban and rural development is the fundamental way to solve the problems of agriculture, rural areas and farmers". The third Plenary session of the 18th CPC Central Committee further clarified seven agricultural reform measures, including improving the rural land system, building a new agricultural management system, improving the agricultural support and protection system, strengthening rural financial and insurance support, improving the system and mechanism for the integration of urban and rural development, promoting the sustainable development of agriculture, and actively promoting the opening up of agriculture to the outside world. The focus of these reform measures is to consolidate the agricultural foundation, make up for the shortcomings of agricultural modernization, speed up the reform of the system and mechanism, fundamentally break the institutional bottleneck restricting the development of agriculture, rural areas and farmers, and release the potential for agricultural development. to form a healthier, open and sustainable agricultural pattern.

Generally speaking, for some time to come, ensuring national food security and the effective supply of important agricultural products will be the direct goal of agricultural policy; promoting farmers' income and narrowing the income gap between urban and rural areas will be the strategic goal of agricultural policy. The direct income increase policy will continue to be promoted and improved, and the indirect income increase policy will be further deepened and strengthened. under both direct and indirect income increase policies, farmers' income is expected to continue to increase substantially.
