Carrying out the effectiveness Evaluation of Veterinary system to promote the ability of Veterinary system

Veterinary system effectiveness Evaluation (PVS Evaluation) is a comprehensive international standard established by the World Organization for Animal Health (OIE) to evaluate the veterinary management system, operational efficiency and quality level of a country (region). It focuses on objectively evaluating the overall capacity of the veterinary system and continuously improving the overall effectiveness of the veterinary system.

Since the beginning of this year, in order to deepen the reform of the veterinary management system and enhance the capacity building of the veterinary system, the Ministry of Agriculture has carried out the effectiveness evaluation of the provincial veterinary system nationwide. First, attach importance to investigation and research and scientifically formulate implementation plans. On the basis of studying the PVS evaluation reports of 11 countries, including Brazil, and summarizing the pilot PVS evaluation in Beijing and Liaoning in 2013, the implementation plan was formulated and issued, and the work objectives, evaluation indicators and organizational implementation requirements were clearly defined. The second is to carry out solid training and cultivate a team of evaluation experts. In May, a training course on PVS assessment was held in Qingdao, where more than 120 experts from veterinary institutions in 31 provinces (cities and autonomous regions) were trained, which laid a personnel foundation for provincial PVS assessment. The third is to strengthen supervision and guidance and promote the evaluation of various provinces. Bring PVS evaluation into the performance management of major animal epidemic prevention and control extension of the Ministry of Agriculture, and organize expert groups to carry out technical guidance and training in Hunan, Chongqing, Heilongjiang and Guangxi provinces and cities to guide the provinces to carry out PVS evaluation.

Through the development of PVS assessment, various localities have improved their ideological understanding, recognized the gaps in the effectiveness of the veterinary system, put forward improvement measures, identified priority areas for the development of veterinary undertakings, and achieved the purpose of promoting the capacity of the veterinary system.
