Do well in the battle of food security under the new situation

The just-concluded Central Rural Work Conference stressed that to promote agricultural modernization, we should insist on ensuring national food security as the primary task and ensure basic grain self-sufficiency and absolute food security.

At present, China's economic development has entered a new normal state, and agricultural development has also entered a new historical stage in which it is urgent to change the mode of development. Although China's grain has achieved "eleven consecutive increases", we must see that the foundation of food security is not stable: on the one hand, the domestic agricultural production cost continues to rise, but the agricultural product price is weak, resulting in the continuous decline of agricultural comparative benefits, while the international market bulk agricultural product prices decline, resulting in the continuous increase of imports, cost "floor" and price "ceiling" seriously affect farmers 'enthusiasm for growing grain; On the other hand, China's agricultural ecological environment is seriously damaged, cultivated land and water resources are increasingly used, grain production encounters two "tight shackles" of ecological resources, the pressure of sustainable grain production is unprecedented, and it is more and more difficult to ensure food security.

Food is the most important thing for the people, and food is the most important thing for the country. Under the current situation that economic growth has slowed down and economic development has entered a new normal, food security is more related to the healthy development of economy, social harmony and stability, and the improvement of people's livelihood. We should tighten the string of food security at all times and fight the battle of national food security.

To fight the battle of food security well, accelerating the transformation of agricultural development mode is fundamental. We should take reform as the driving force to realize the fundamental transformation from traditional agriculture to modern agriculture. It is necessary to promote the transformation of grain production from focusing on quantitative growth to total balance, structural optimization and equal emphasis on quality and safety; promote the transformation of agricultural development from relying mainly on resource consumption to resource-saving and environment-friendly; promote the transformation of agricultural production conditions from relying mainly on heaven to improving the level of material technology and equipment; promote the transformation of agricultural producers from traditional farmers to high-quality professional farmers, and follow the road of modern agricultural development with high output efficiency, product safety, resource conservation and environmental friendliness.

To fight the battle of food security well, strategically, we must adhere to the national food security strategy based on ourselves, based on domestic production capacity, moderate import and scientific and technological support, focus on ensuring basic grain self-sufficiency and absolute food security, so that the Chinese people's rice bowl can be firmly held in their own hands at all times, and always grasp the initiative of food security under complex and changeable situations.

To fight the battle of food security, we must strictly observe the red line of cultivated land. Farmers can be "non-agricultural", cultivated land must not be "non-agricultural"; the demarcation of permanent basic farmland is the basic guarantee to ensure production capacity, and farmers must be allowed to "have land to plant" and promote "good land to grow grain" according to laws and regulations; building high-standard farmland with drought and flood protection is the key way to ensure production capacity. We must strengthen comprehensive agricultural development and land remediation to comprehensively improve the quality of cultivated land and the level of land output.

To fight the battle of food security well, we must adhere to the connotative development road of relying on scientific and technological progress and improving unit yield, speed up the screening and application of a number of new varieties suitable for local characteristics, high yield, high quality and strong resistance, and insert scientific and technological wings into agriculture and grain. Accelerate the mechanization process of grain production, vigorously promote the deep loosening and land preparation of agricultural machinery, and further play the carrier role of agricultural machinery in developing grain through science and technology.

To fight the battle of food security well, we should do everything possible to increase farmers 'enthusiasm for growing grain. We must continue to adhere to the principle of market pricing and improve the grain price formation mechanism. On the premise of protecting farmers 'interests, we will gradually shift the minimum purchase price, temporary storage and agricultural subsidy policies to the target price system for agricultural products. We will improve subsidy methods, improve the accuracy and directivity of subsidies, and establish a mechanism linking agricultural subsidies to grain production of "who makes up for whom" and "multiple supplements". We will speed up the improvement of the compensation mechanism for the interests of the main producing areas, continue to increase incentives for major grain-producing counties, and mobilize the enthusiasm of the main producing areas for production.

To fight the battle of food security well, we must also speed up the innovation of agricultural management system. Speeding up the cultivation of new agricultural management subjects and innovating agricultural management system are the countermeasures to solve the problem of "who will grow grain" and develop modern agriculture. We should develop moderate scale management, support the development of large grain growers, family farms, farmers 'cooperatives, leading agricultural industrialization enterprises and socialized service organizations, and actively cultivate new agricultural management entities. It is necessary to explore the establishment of a new agricultural management system based on household contracting, with farmers as the core subject, new agricultural management subjects, land stock cooperatives, agricultural socialized service organizations and other multi-subject joint management, so as to promote the specialization, scale and organization of agricultural management and enhance the sustainable development capacity of grain production.

To fight the battle of food security well, we should make overall use of two markets and two kinds of resources at home and abroad. Appropriately increasing imports and speeding up agricultural development are the inevitable choices to ensure food security and effective supply of important grain varieties. We should adjust the surplus and shortage of varieties through moderate imports, meet diversified consumption demands and reduce the pressure on domestic resources and environment. We should explore the implementation of a global agricultural strategy and establish a safe, stable and sustainable global agricultural product supply network. We should grasp the scale and rhythm of imports and prevent a large number of concentrated imports of individual varieties from impacting domestic production, which will have an adverse impact on farmers 'income.
