This year, 150 rural collective "three capital" management demonstration counties will be identified

Recently, the Ministry of Agriculture issued the Circular on the establishment of the second batch of national rural collective "three capital" management demonstration counties, and decided to carry out the establishment of the second batch of national rural collective "three capital" management demonstration counties. On the basis of identifying 155 rural collective "three capital" management demonstration counties for the first time in 2012, about 150 new demonstration counties will be identified this year.

The Circular specifically stipulates the standards for the establishment of the demonstration county: first, the rural collective "three capital" management organization and team are sound, the county (city and district) has a special rural collective "three capital" management organization, and the township (town) has full-time staff; second, the "three capital" management system is improved, and the contents and format of asset leases, resource registers, contract lease contracts for assets and resources, and bidding documents are unified and standardized. Third, the management of "three investments" has a solid foundation, the county (city and district) unified organization has completed the work of clearing and verifying the assets of rural collective economic organizations, and the eastern region has built an information management platform for rural collectives at county and township levels. Organizations in the central and western regions have carried out or deployed the pilot construction of the "three capital" information management platform. Fourth, the file management of the "three capital" is standardized, and the materials related to the management of rural collective funds, assets, and resources can be filed in a timely manner; fifth, the management and supervision of the "three capital" is in place. More than 95% of the villages in the county have set up village affairs supervision institutions or democratic financial management groups, and more than 98% of the villages can disclose their financial activities and related accounts in a regular and all-round way.
