Since the beginning of this year, the Ministry of Agriculture has further promoted the reform of the cadre personnel system, the administrative management system, and the classified reform of public institutions, and comprehensively strengthened the self-building of the leading bodies, the contingent of cadres, the contingent of talents in agriculture and rural areas, and the contingent of organizational cadres. The work has achieved remarkable results, there are many bright spots in innovation, and the role of guarantee is obvious.
We should strengthen the improvement of the quality of cadres and pay attention to practical training at the grass-roots level. First, we will solidly promote large-scale cadre training. Organized and held 31 training courses of all kinds, trained 2370 cadres of all levels and types, strengthened the construction of the system, and studied and formulated the regulations on the Management of training courses of the Ministry of Agriculture. The second is to carefully build the brand of learning and exchange activities. Organize and hold 10 monthly forums to carry out learning and exchange activities for young and middle-aged cadres in 2014. The third is to carry out in-depth practical training at the grass-roots level. A total of 52 cadres from three groups have been sent to the localities for training, and at present, the total number of cadres in the localities has reached 82; for four consecutive years, they have organized and carried out the "survey of ten thousand households in a hundred townships" and the practical training activities of young cadres "being approachable and observing the feelings of the people."
Innovate the working mechanism of talents and cultivate a team of practical talents. First, optimize the layout of the base and change the management mode. Throughout the year, seven new advanced villages for the construction of new rural areas were added as training bases for practical talents in rural areas of the Ministry of Agriculture, and all training bases were equipped with science and technology through trains and training equipment; the center of gravity was shifted downwards, and it was made clear that training tasks were specifically implemented by provincial departments and training bases, and relevant units of the Ministry of Agriculture were mainly responsible for training design, supervision and management; specially formulated training assessment management methods, and refined the responsibilities and tasks of all parties involved in the training. Second, expand the training scale and enrich the training content. Together with the Organization Department of the CPC Central Committee, we organized more than 10,000 rural practical talent leaders and university student village officials to visit, study and exchange the training base throughout the year, and the training scale increased by 33% over the previous year. Special training was carried out for large grain growers, cooperative leaders, family farmers, university student village officials and leaders of beautiful villages and information construction. The third is to increase support to create a good atmosphere, continue to implement the funding project for leaders of revitalizing villages through agricultural science and education and outstanding rural practical talents of Syngenta, and carry out the selection of "Top Ten Farmers in the country" for the first time. 10 new professional farmers and practical talents in rural areas who are directly engaged in farming and aquaculture are publicized and given certain political and economic treatment, so as to create a good atmosphere of attaching importance to agriculture and loving agriculture in the whole society.
