In the aspect of chemical fertilizer, the scope of soil testing and formula fertilization project should be expanded, and the utilization efficiency of chemical fertilizer should be improved through the application of new technology. By 2020, the popularization coverage rate of soil testing formula fertilization technology will reach more than 90%, the utilization rate of fertilizer will be increased to more than 40%, and the total use of chemical fertilizer will achieve zero growth. In terms of pesticides, it is necessary to promote the unified control and green prevention and control of crop diseases and insect pests, give priority to ecological control, physical control and biological control measures, and carry out the demonstration and promotion of low-toxic and low-residue pesticides. By 2020, the green prevention and control coverage of major crop diseases and insect pests will reach 30%, and the use of chemical pesticides will achieve zero growth.

According to reports, in order to promote the pilot construction of ecological circular agriculture, the Ministry of Agriculture and the Zhejiang provincial government have signed a joint construction of a pilot province of modern ecological circular agriculture, and Zhejiang Province will take the lead in three years to achieve the goal of "one control, two reductions and three basics."
