Cultivated land is the foundation of agricultural development and the foundation for farmers to settle down. The demand for grain is "super-large" and the per capita share of cultivated land is "ultra-small", which are the basic national conditions of our country. At present, China is in the stage of rapid industrialization and urbanization, the pressure to protect cultivated land is increasing, and the task of ensuring national food security is becoming more and more arduous. Judging the hour and sizing up the situation, the central government put forward the bottom line of the food security strategy of "ensuring basic self-sufficiency in grain and absolute safety of food rations." To maintain this strategic bottom line, the premise is to ensure the stability of the quantity and quality of cultivated land, and we must maintain the red line and the bottom line of the quality of 1.8 billion mu of cultivated land. If the skin does not exist, how can the hair be attached?
