The new feed regulations will be fully implemented and the product quality and safety will continue to improve.
Since the implementation of the newly revised regulations on Feed and Feed Additives on May 1, 2012, the Ministry of Agriculture has organized various localities to thoroughly implement various new systems and strive to standardize the order of feed production and management. In 2014, the qualified rate of national feed product sampling inspection was 96.2%, which increased steadily for three consecutive years.
In the past three years, with the implementation of the regulations on the Management of Feed and Feed Additives as the main line, the Ministry of Agriculture has made great efforts to improve the feed quality and safety management system that is effectively linked up beforehand, during and after the event, which has laid a solid foundation for the continuous improvement of feed quality and safety.
First, we should step up the issuance of supporting rules and regulations to form a complete legal system. Five supporting regulations, including the measures for the Administration of production licenses for Feed and Feed Additives, and three technical standards, including the Catalog of Feed Raw Materials, have been issued successively, and the new systems and requirements stipulated in the regulations have been further refined.
The second is to strictly implement the new access conditions and eliminate unqualified enterprises. Through centralized training, cross-provincial spot checks and other means to supervise and guide all localities to unify ideas and standards, and resolutely eliminate enterprises that do not meet the standards. As of December 2014, the number of enterprises in the country that had obtained feed production licenses was 7061, 3000 less than at the end of 2013.
Third, implement the "Feed quality and Safety Management Standard" to guide certified enterprises to improve the quality and safety management system in the whole production process. Through the production of teaching films and on-site guidance by experts, the establishment of "standardized" demonstration enterprises has been organized and carried out throughout the country.
The fourth is to improve the feed quality and safety monitoring plan and strengthen risk control. We will continue to organize and implement three monitoring plans, namely, the monitoring of the quality and hygiene status of feed products, the monitoring of prohibited substances in feed and the monitoring of cattle and sheep-derived ingredients in ruminant feed, and carry out supervision and spot checks from the three links of production, management and breeding. investigate and deal with substandard products and their production and operation enterprises in accordance with the law. In view of potential problems such as new illegal additives and mycotoxin pollution, special investigation and monitoring are organized to improve the ability to take the initiative to guard against risks.
Fifth, carry out in-depth special rectification and improve the working mechanism for dealing with outstanding problems. Supervise and guide all localities to thoroughly implement the opinions of the Ministry of Agriculture on further promoting the special rectification work of clenbuterol, the working mechanisms and measures such as cross-provincial case notification and investigation, illegal problems of "clenbuterol" must be moved, the synchronization of live animal quarantine and sampling inspection, and the combination of self-inspection and supervision and sampling inspection of slaughtering links have been normalized. the long-term mechanism of linkage between upper and lower, regional linkage and departmental linkage has been gradually formed.
In the next step, the Ministry of Agriculture will continue to attach equal importance to supervision in advance, during and after the event, further strengthen working measures, improve the working mechanism, promote the continuous improvement of the quality of the feed industry, and ensure the safety of the source of the quality of animal products.
