From the government level, the fragmentation is serious, and there is a lack of unified integration of service resources for agriculture. From the market level, with the restructuring of grass-roots service institutions, public welfare organizations engaged in business activities and the loss of public service functions and other problems, restricting the improvement of the overall efficiency of the social service system.

The structure of supply and demand is unreasonable, and the diversified demand is still difficult to meet. In terms of service content, the first three items that farmers have the highest demand for comprehensive social services are information services, financial services and sales services; the first three items in which farmers receive the most external services are divided into technical guidance and training, agricultural products sales services and agricultural materials purchase services. It can be seen that the supply of services does not match the priority of demand, especially the demand of farmers for financial services can not be effectively met. From the perspective of service subjects, public welfare service subjects are more and more unable to meet the personalized, whole-process and comprehensive needs of all kinds of new operators for agricultural services because of the poor management system, low quality of the team, lack of work funds and other problems.

The collective service capacity of the village is weak, and the regional supply capacity is not balanced. Most of the village collective economic organizations in our country have weak economic strength and lax organizational structure, so it is difficult to effectively undertake the function of providing agricultural socialized services. In addition, due to the differences in the allocation of agricultural resources, the level of economic development and social factors among different regions of our country, the cost of agricultural socialized services in different regions is different, and the service capacity is also different.
