The national fishery economy maintained a good momentum in 2014.

On January 12, the Ministry of Agriculture held a national teleconference on fishery administration. The meeting summarized the fishery administration work in 2014, and made arrangements for comprehensively implementing the relevant spirit of the central government and the relevant work arrangements of the Ministry of Agriculture, and doing a good job in the key fishery work in 2015.

According to the meeting, the national fishery economy maintained a good momentum of development in 2014. The fishery output value in the first three quarters was 577.3 billion yuan, with an added value of 349.5 billion yuan, up 8.9% and 9.2% respectively year-on-year. Production grew steadily. By the end of November, the total output of aquatic products nationwide was 53.782 million tons, up 2.4% year-on-year. Among them, the breeding output was 40.063 million tons, up 4.4% year-on-year, and the fishing output was 13.718 million tons, down 3.2% year-on-year. The market is stable, the turnover of aquatic products wholesale market increased 1.4% year-on-year, and the comprehensive average price of aquatic products wholesale market increased 3.5% year-on-year. The export trade of aquatic products continued to grow. From January to November, the total import and export volume of aquatic products was 7.653 million tons, and the total import and export volume was 27.89 billion US dollars, up 3.1% and 6.7% respectively compared with the same period last year. The trade surplus was US $11.16 billion, up 9% year-on-year. Fishermen continue to increase their income. In 2014, the per capita net income of fishermen nationwide was 14,426.3 yuan, an increase of 10.6%.

Niu Dun, vice minister of agriculture, pointed out in his speech that recent years have been one of the best periods for China's fishery development, and fishery administration has achieved remarkable results. It is mainly reflected in the expansion of fishery economic scale, further optimization of industrial structure, remarkable improvement of infrastructure and equipment conditions, enhancement of scientific and technological support, and continuous strengthening of fishery resources and environmental protection. The achievements have benefited from the high attention of the CPC Central Committee and the State Council, from adhering to and developing a correct development path, from adhering to the market-oriented strategy, from adhering to the "going out" strategy, and from adhering to strengthening material equipment, scientific and technological progress and management means as strong support for modern fishery construction.

Niu Dun said that under the guidance of the spirit of the Fourth Plenary Session of the 18th CPC Central Committee, we should further promote fishing according to law. It is necessary to strengthen legislation, promote the revision of the Fisheries Law, and strengthen the revision of supporting laws and regulations. It is necessary to carry out extensive and in-depth publicity on the popularization of laws, strengthen positive guidance, enhance the awe and belief of fishery practitioners in the law, and form a good legal environment in which things are handled according to law, problems are found, problems are solved, and contradictions are resolved. We should strictly enforce the law and crack down on illegal fishing activities. We must strictly administer according to law, improve service quality and improve management standards.

Niu Dun stressed that 2015 is the closing year of the "Twelfth Five-Year Plan". Fishery departments at all levels should plan ahead of time and do a good job in the research and formulation of the "Thirteenth Five-Year Plan". They should persevere in the implementation of Guo Fa [2013] No.11 Document and the spirit of the State Council's modern fishery construction video conference. They should persevere in the clean-up and rectification of the "closed household network" and severely crack down on fishing-related "three no" ships and various illegal acts. Persistently promote the transformation and structural adjustment of fishery development mode, and persistently do a good job in the quality and safety of aquatic products, fishery production safety and foreign-related fishery safety.
