What is the grasp of promoting agricultural modernization?

To speed up the development of modern agriculture and enhance the comprehensive production capacity of agriculture, we must speed up the standardization, scale, specialization and organization of agricultural production. At present, the "four modernizations" of agricultural production in China is still at a low level, mainly for the following reasons. First, the path of agricultural development depends on. China's agriculture has a long-term extensive development and decentralized management, forming a strong path dependence. However, with the population growth and the rapid economic and social development, the contradiction of resource constraints is becoming more and more prominent, and it is increasingly urgent to improve the level of agricultural production and the ability of intensive utilization of agricultural resources. Second, the land transfer mechanism is not perfect. The premise of improving the level of the "four modernizations" of agricultural production is the intensive and large-scale utilization of land resources. Third, the development of the "four modernizations" is not coordinated. The important reason lies in the lack of unified planning and mutual constraints in the development of the "four modernizations". At present, to accelerate the transformation from traditional agriculture to modern agriculture, we must pertinently improve the level of the "four modernizations" of agricultural production.

Change the mode of agricultural development. To change the extensive agricultural development model is an urgent task to improve the level of the "four modernizations" of agricultural production. We should adapt to the new normal of economy, promote the intensification of agricultural production, avoid over-exploitation and inefficient utilization of agricultural resources, strict production standards according to the quality requirements of agricultural products, and take the road of high-quality and efficient agriculture. Attach importance to the application of advanced and applicable technologies in agricultural production, comprehensively improve the quality of agricultural labourers, and then improve agricultural production capacity and the added value of agricultural products, and take the road of revitalizing agriculture through science and education. Adhere to the market demand-oriented, vigorously build a modern agricultural service system and infrastructure, broaden the circulation and marketing channels of agricultural products, and take the road of agricultural marketization.

We will improve the mechanism of land transfer. Moderate scale operation of land is a necessary condition to improve the level of agricultural production "four modernizations", which needs to actively promote the circulation of land management rights. In view of the problem that some farmers would rather leave their land idle than transfer, first of all, we should clarify the ownership and rights and responsibilities of land in the form of law, safeguard the legitimate rights and interests of farmers with an effective property rights system, promote the standardization of land transfer, and mobilize the enthusiasm of farmers to transfer land. Secondly, we should further improve the rural social security system, gradually improve the security level, and relieve farmers' worries about the transfer of land.

Construct the evaluation system of the "four modernizations". Scientific and reasonable evaluation criteria for the "four modernizations" of agricultural production should be established in the light of the reality of our country and with reference to international standards, so as to provide the basis and power for promoting the "four modernizations". Actively promote the standards of the "four modernizations" and constantly improve them in the process of implementation. It should be noted that raising the level of the "four modernizations" of agricultural production is a gradual process, and the progress of the "four modernizations" varies in different regions, and the individual level of the "four modernizations" in the same region will be high and low. Therefore, overall planning must be taken into account to promote the "four modernizations." We should strengthen departmental cooperation, pay attention to coordination and management, and concentrate the efforts of all parties to make up for the short legs. At the same time, we should attach great importance to the guiding and leading role of leading agricultural enterprises, give full play to their advantages in standards, information, technology and funds, and speed up the process of the "four modernizations" of agricultural production.
