Cooperation in the field of animal husbandry and veterinary medicine in Beijing, Tianjin and Hebei will be accelerated, and efforts will be made to ensure that the Beijing-Tianjin-Hebei region will take the lead in basically realizing the modernization of animal husbandry by 2020.

The reporter recently learned that the Beijing Municipal Bureau of Agriculture, the Tianjin Municipal Bureau of Animal Husbandry and Veterinary Medicine and the Hebei Provincial Bureau of Animal Husbandry and Veterinary Medicine jointly signed the Framework Agreement on the Cooperation of Animal Husbandry and Veterinary Medicine in Beijing, Tianjin and Hebei Province. based on the resource endowment, industrial characteristics, respective advantages, environmental connections and economic differences of the three places, according to the ideas of regional division of labor, resource sharing, strengthening supervision and ensuring safety, market-oriented, industry-oriented, cooperation as the carrier With the mechanism as the guarantee, overall production and supply, interaction and cooperation to ensure safety, joint prevention and control to protect the ecology, forming a new pattern of modern animal husbandry development with the same goal, integrated measures, complementary advantages and linked interests.

According to the agreement, the three places will, through cooperation, speed up the transformation from traditional animal husbandry to modern animal husbandry, further relieve the production capacity and ecological pressure of animal husbandry in Beijing, Tianjin and Hebei, and strive to increase the proportion of "vegetable baskets" such as meat, eggs and milk in Hebei by more than 10% by 2020; greatly improve the utilization rate of water, soil, feed and improved varieties, and turn all resources such as manure wastes from large-scale farming into resources or harmless. Establish a barrier system to effectively deal with major animal epidemics and zoonotic diseases to ensure the stability of regional animal epidemics and the safety of food of animal origin.

Wu Baoxin, director of the Beijing Municipal Bureau of Agriculture, said that over the years, animal husbandry and veterinary departments of the three places have cooperated in many aspects and have a good foundation for coordinated development. In the next step, we will formulate industrial policies conducive to coordinated development, build a platform for enterprise cooperation, promote the transformation and upgrading of joint prevention and control of major animal diseases, implement epidemic information sharing and horizontal communication, and jointly carry out expert analysis and early warning of animal epidemics; unified policies and technical standards for the control and purification of animal and zoonotic diseases We will jointly promote the facilitation of the circulation of breeding livestock and poultry, livestock and poultry and products, as well as the construction of pathogen-free farms, biosafety isolation areas and areas without prescribed animal diseases, and establish an epidemic-free animal husbandry production system in the three places.

At the same time, the agreement also mentioned that it is necessary to establish a cooperative mechanism for early warning and forecasting of livestock and poultry products, jointly consult and formulate an annual early warning plan, and establish an early warning and consultation mechanism for the quality and safety of livestock products; strengthen the linkage mechanism of law enforcement and communication and cooperation, improve the system of regional mutual inspection, inspection and beating, and improve the level of joint law enforcement; share all kinds of testing resources, and establish cross-regional unified and mutually recognized testing methods and standards. The three places will also strengthen the exchange of talents and technology to achieve information and data sharing.
