However, the gang hiding behind these smugglers has been slow to show up. In order to find out the chain of smuggling, the reporter followed the customs anti-smuggling personnel to track and investigate these smuggled vehicles.

On September 18, 2014, Kunming Customs dispatched more than 400 anti-smuggling police to arrest at the same time in Dali, Hekou, Ruili and Kunming, arrested 15 major suspects such as Yang, and seized about 320 tons of smuggled rice and 42 tons of corn at the scene. After verification, since 2012, Yang's gang has long organized sources of rice and corn in Myanmar and Vietnam and smuggled grain into the country from non-customs places such as Ruili and Hekou by employing border people. and then through the province's railway stations to Guangdong, Guangxi, Hunan, Hubei and other 13 provinces and cities to make a profit. A total of more than 40, 000 tons of grain were smuggled, worth about 150 million yuan.

Smuggling rice endangers national food security

Just now we saw that a lot of smuggled rice went to grain-producing areas like Hunan and Hubei. Why do these places produce rice locally and still need to buy smuggled rice from outside?

Because Vietnam, Myanmar and other Southeast Asian countries have plenty of sunshine, most places can grow two or even three cropping rice, coupled with their low labor costs, so the price of rice itself is relatively low. In China, because of the grain collection and storage system and grain price subsidy policy, the price difference of rice at home and abroad has been further magnified.

Zhan Li, director of anti-smuggling of Kunming Customs: it should account for about two yuan on average. He wants to see the quality and variety of the grain. Generally speaking, there is a difference between one yuan and three yuan (per kilogram).

Judging from the circumstances of the case, in the major grain producing areas where these smuggled rice are flowed, farmers sell their own grain at the price subsidized by the state, while at the same time buying smuggled rice at lower prices from the market. What's more, the smuggled rice is bought directly at a low price and sold at a high price.

Wang Shihai of the Macro-Control Department of the State Grain Administration: it has had a great impact on the domestic grain market and increased the downward pressure on domestic grain market prices. in a certain range, it has led to the upside-down of grain prices in domestic raw grain and precipitated grain producing and marketing areas.

Under the long-term national food security strategy, the total supply and demand of rice and other cereals in China is basically balanced. The influx of smuggled rice without inspection and quarantine will not only break this balance, make the subsidy of grain prices to farmers invalid, and even bring serious hidden dangers to the table safety of consumers.
