Since the implementation of temporary inspection and quarantine measures in 2009, imported rapeseed can only enter a few coastal port areas in China, and its huge price, cost, quality and supply advantages, it also makes the processing capacity of imported rapeseed in China's coastal areas grow rapidly.

China has entered a period of "high rigid demand" for imported rapeseed

Annual rapeseed imports may maintain a high level

Since the implementation of temporary inspection and quarantine measures by China's commodity inspection authorities in 2009, imported rapeseed can only enter a small number of coastal non-main producing areas. Although oil factories in a few areas such as Jiangsu joined the pilot project, the overall scope was still very limited, which changed the supply pattern of rapeseed meal and other related markets in China.

However, due to the advantages of quality and supply of crops in Canada, Australia and other countries, as well as the import price advantages formed by the temporary storage and acquisition of domestic rapeseed, the processing capacity of imported rapeseed in China has "thrived" under the comparative benefits. especially in China's main aquatic feed production provinces where the demand for rapeseed meal has obvious advantages.

With the re-expansion of processing capacity in 2014, the improvement of China's rapeseed variety-related financial market and the improvement of enterprise profit model, China has entered a period of "high rigid demand" for imported rapeseed. Not only is the import volume likely to reach a record high of 5 million tons in 2014, but also without significant restrictive changes in import policy and no significant decline in output in major international producing countries. China's annual imports will be maintained at a high level.

The pressing capacity of imported rapeseed expands greatly.

Since November 9, 2009, rapeseed import policy has been fundamentally changed because rapeseed stem-based canker was found in imported rapeseed by China's commodity inspection authorities. Only in Hainan, Guangdong, Guangxi, Fujian, Hebei, Liaoning, Tianjin seven non-producing areas to enter the customs, and local processing, not resale. At that time, among the above seven provinces, municipalities and autonomous regions, only Dongguan Fuzhiyuan in Guangdong and Yingkou Kerry in Liaoning had processing capacity.

After that, with the benefit advantage, quality advantage, market advantage and supply advantage of imported rapeseed highlighted, the refitting and new production capacity expanded greatly. The Chinese government also allowed Jiangsu to import Australian rapeseed and Canadian rapeseed on a pilot basis in 2013 and 2014 respectively. By the end of 2014, Huiyi statistics showed that the total production capacity of import and processing enterprises reached 23700 tons per day in that year, almost six times that when the rapeseed import restriction policy was implemented. Among them, Guangxi Fangchenggang Australian plus Grain and Oil Industry Co., Ltd. is a new production enterprise in 2014.

The advantage of imported rapeseed processing is obvious.

After the implementation of the rapeseed storage policy in China in 2008, the cost of domestic rapeseed in the Yangtze River Basin has increased almost every year, and the international rapeseed price with complete market operation has gained a price advantage. and led to the Yangtze River basin of China's domestic rapeseed processing industry into a dilemma. In contrast, the processing benefit of imported rapeseed in coastal areas is obviously better than that of domestic rapeseed, among which there are huge profits of more than 500 yuan / ton several times.

The quality of rapeseed meal is leading in an all-round way.

Not only in terms of cost, but also in terms of quality and variety, imported rapeseed is also better. The average oil content of Australian rapeseed is 42.4%, while that of Canadian rapeseed is more than 42%. In addition, the maximum impurity content of rapeseed in Canada and Australia was 4% and 3%, respectively. In our country, the annual temporary storage acquisition is in accordance with the third-class quality requirements of the national standard, and its standard is that the oil content is more than 38% (including 38%), the moisture content is less than 8%, and the impurity is less than 3%. There is an obvious gap in the quality between Chinese rapeseed and rapeseed meal, which is an important downstream product of imported rapeseed.
