The third is to optimize the circulation environment. In particular, the specialized agricultural planting cooperatives in Yimutang, Hunan Province, implement the modern industrial model of "cooperatives + bases + farmers", make use of geographical advantages, absorb surrounding agricultural land, and build cotton and rice bases widely. it has led a large number of professional cooperatives to follow suit, and the new scale of the cooperative standardization base has reached more than 10% of the agricultural production scale of the whole county.
The second is to highlight the benefit drive. According to the fact that the circulation income of scale operation is much higher than that among farmers, the benefit guidance should be further strengthened. Actively popularize the successful experience of the "six unifications" of the new cooperative selenium-rich rice professional cooperatives in Hunan Province, integrate the shareholding land with the contracted land, implement a unified production plan, unify the supply of agricultural materials, unify the quality standards, and unify the purchase price. Unified processing and sales, unified technical services, and advance production costs, so that farmers can insert "no Honda" and "rest assured fields" and increase their income by more than 200 yuan per mu. Stimulate farmers' willingness to join the community and rest assured that the land will be transferred to the cooperative.
The third is to expand market regulation. In accordance with the idea of "government guidance, large investment, cooperative management, industrial development", relying on the land transfer platform, establish a land circulation information database, and do a good job in the collection, registration and release of rural land supply and demand. According to the relationship between supply and demand in the market, the circulation price standard should be reasonably determined, and the demonstration film with high yield of thousands of mu in villages and towns and 100 mu in villages and towns should be established, the circulation should be carried out into pieces, and fair bidding and bidding should be introduced to activate the land market and cultivate the virtuous circle mechanism of land circulation.

At the same time, efforts should be made to improve the information management system of land contracting, effectively achieving "one household, one page, one group, one volume, one village, one file, and one cabinet in one township", so as to realize the computerized management of county and township networking.
The second is to standardize the procedure of land transfer. Organize consultation and docking among the Economic Administration Bureau, the Agriculture Bureau and the Bureau of Industry and Commerce, formulate a standardized and convenient blueprint model, and establish a complete operation procedure for rural land transfer; regularly go to the village every week to guide the signing of written transfer contracts, uniformly produce land transfer certificates and normative contract texts, and print more than 200000 copies free of charge to farmers this year, effectively preventing disputes over land transfer.
