Recently, the agricultural machinery departments of Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia and other five provinces, autonomous regions and municipalities jointly signed the "Cooperation Agreement on Agricultural Machinery Safety Supervision among Beijing, Tianjin, Hebei, Shanxi and Mongolia" in Beijing, which has taken a step of inter-provincial agricultural machinery safety cooperation and linkage in North China.

In recent years, the cross-regional operation of agricultural machinery in China is increasing day by day, which effectively solves the contradiction between small-scale agricultural operation and mechanized large-scale production, and more farmers benefit from the vigorous development of agricultural machinery. At the same time, the safety supervision problems brought about by cross-district operations have become increasingly prominent. Through cooperation and linkage, efforts will be made to promote the orderly flow of agricultural machinery operations in North China, continuously improve the level of safe operation of agricultural machinery, protect the legitimate interests of agricultural machinery operators, and promote agricultural machinery cooperatives and large agricultural machinery households to better carry out social services.

According to the agreement, in the future, the five provinces, autonomous regions and municipalities will establish an information exchange mechanism for agricultural machinery safety supervision at the provincial, prefectural, and district levels. Timely communication and notification of local cross-regional operation market information, cross-regional operation of agricultural machinery and the basic situation of agricultural machinery hands, the number and location of cross-district operation service stations, cross-regional operation of agricultural machinery illegal information, agricultural machinery accidents, and so on. Publish cross-district operation service information at important agricultural times, and make full use of the national "agricultural machinery cross-district operation service through train" to carry out information sharing, through cross-district operation service stations, mobile service vehicles, information service platforms, etc., do a good job in inter-provincial agricultural machinery operator reception, machinery scheduling and maintenance, spare parts supply, information consulting and other services.

In order to ensure the safe production of agricultural machinery, the agreement proposes to register and put on record the cross-district combine harvester, strengthen the law enforcement and inspection of cross-regional agricultural machinery, and jointly do a good job in remote inspection and service of agricultural machinery working in different places for a long time. At the same time, agricultural machinery operators are encouraged and promoted to participate in agricultural machinery road traffic liability compulsory insurance, driver and crew accident injury insurance, third party liability insurance and other insurance. the district (county) agricultural machinery department in charge of agricultural machinery is required to sign a "letter of responsibility for safe production of agricultural machinery" with agricultural machinery operators who go out to work, and encourage cross-district agricultural machinery operators and service objects to sign the "Agricultural Machinery Operation Safety production Agreement" in accordance with voluntary, fair and legal principles.
