Zhang Taolin believes that for some time to come, China's agricultural mechanization is still in a period of strategic opportunity for great achievements, and we can look forward to another golden decade. Increasing the number of agricultural machinery equipment is an urgent need to speed up the pace of machinery to replace labor and comprehensively enhance the comprehensive production capacity of agriculture; to improve the use efficiency of agricultural machinery equipment is a long-term way to promote the sustainable development of agricultural mechanization. To meet the new requirements of the development of agricultural and rural economy, in the future, the development of agricultural mechanization in China should adhere to both quantity and quality, speed up the whole and all-round development of agricultural machinery operation, and transform and upgrade agricultural mechanization to high quality and high efficiency. This is the new normal of the development of agricultural mechanization in China.
The meeting pointed out that in order to understand the new normal, adapt to the new normal, and grasp the new normal, the work of agricultural mechanization should focus on five aspects:
First, we should pay more attention to planning and guidance. On the basis of fully understanding the existing situation, it is necessary to scientifically predict the supply and demand situation and meticulously formulate the 13th five-year Plan. Second, we should pay more attention to policy creation. Policy design should adapt to the new trend of financial system reform, accurately grasp the division of central and local powers, find the right cut-in point, and improve the success rate. It is necessary to improve the accuracy of policy implementation, focus on the goal and focus on the main body, through a variety of policy measures, such as reasonably determining the scope and amount of subsidies for the purchase of agricultural machinery, improving the scrapping and renewal system of agricultural machinery, implementing operational subsidies for key links, strengthening infrastructure construction and financial support, and so on. It is necessary to take overall planning and take differential measures to break through the mechanization of key and weak links and guide mechanization to a higher level in plain areas and in hilly and mountainous areas. It is necessary to expand the effectiveness of policies, be good at using market mechanisms, and maximize the prying role of limited financial funds. We should pay attention to organically combining policy guidance with the needs of farmers, guide rational purchase of agricultural machinery and tools, do a good job of addition and subtraction, and promote the popularization and application of urgently needed agricultural machinery and equipment and the adjustment and optimization of the existing agricultural machinery and equipment structure.
Third, we should pay more attention to innovation-driven. We will strengthen the R & D and innovation of agricultural machinery and equipment manufacturing technology, break through the weak links in the production of major cash crops and the mechanization of aquaculture, speed up the breakthrough and integration of mechanization technologies in weak links such as rape, cotton, sugar cane, peanuts and potatoes, and the disposal of waste from the planting and breeding industry, speed up the process of agricultural mechanization in weak areas such as hills and mountainous areas, and vigorously develop light, convenient and efficient agricultural mechanization technology. We will promote the upgrading of the technology and structure of agricultural machinery products, comprehensively improve the research and development level and product quality of the agricultural machinery industry, and gradually make all fields and links of agricultural production "organically available" and "with good machinery." Strengthen the integration of agricultural machinery and agronomy, establish the concept of developing "mechanized agriculture", change the phenomenon that agricultural machinery departments work independently and fight alone, strengthen departmental cooperation, and study the integration and matching of agricultural mechanization technology from the whole process of farmland infrastructure construction, breeding, cultivation, processing and consumption.
Fourth, we should pay more attention to follow-up services. To meet the needs of accelerating the development of agricultural scale operation, upgrade the socialized service system of agricultural machinery. With improving the utilization rate and economic efficiency of machinery as the driving force, we should cultivate and develop new agricultural machinery service subjects and major agricultural machinery operators, such as agricultural machinery cooperatives and agricultural machinery operation companies, guide the establishment of a closely linked interest mechanism, and realize standardized and branded operation. enhance the staying power of service organizations. We will promote the informationization of agricultural machinery government management, operation market and technical services, support the development of convenient and efficient agricultural machinery maintenance, sales, leasing and financial services, and constantly reduce agricultural machinery operation, maintenance and transaction costs. Promote the construction of an honest and trustworthy agricultural machinery market environment, guide the implementation of service commitments, and ensure the quality of service.
Fifth, we should pay more attention to the guarantee of the rule of law. Accurately grasp the requirements of agricultural mechanization laws and regulations, enhance the sense of consistency of rights and responsibilities, insist that the law cannot be done without authorization, and adhere to the statutory duties must be to implement the supervision responsibilities such as agricultural machinery safety production, driving training, maintenance network, and product quality investigation of agricultural machinery in use. Strengthen investigation and research, according to the actual situation and development trend, in accordance with procedures to promote the revision and improvement of agricultural machinery safety laws and regulations, agricultural machinery test appraisal, support and promotion of catalogue management regulations and supporting normative documents, so as to enhance the coordination and effectiveness of the system. Focus on agricultural machinery subsidies, major projects, administrative examination and approval, implement the power list system, and strengthen power restriction and supervision. Widely publicize laws and regulations closely related to agricultural mechanization, and guide farmers to use legal means to resolve disputes and safeguard their own rights and interests.
2015 marks the end of the 12th five-year Plan, and agricultural mechanization will strive to reach more than 62 percent of the country's comprehensive mechanization of farming and harvest, and more than 39 percent of rice planting and corn harvesting respectively. First, we will implement the policy of subsidies for the purchase of agricultural machinery. This year, the Ministry of Agriculture has built 48 major crop production mechanization demonstration project counties in the country's main producing areas, focusing on rice machine planting, striving to reach 39% of the country's mechanized rice planting level, and promoting corn machine harvesting in Northeast, Huang-Huai-Hai and Northwest regions. strive to achieve 60% of the national corn machine harvest level; do a good job in the integration and demonstration of cotton machine harvest in the three major cotton areas and sugarcane machine harvesting in Guangxi We will continue to promote mechanization of the production of rape, potatoes and other crops.
The third is to complete the task of deep loosening and land preparation of 200 million mu of agricultural machinery. The fourth is to organize mechanized production activities during important agricultural periods. Do a good job in spring ploughing, "three summers", "double robbing", "three autumn" and other important agricultural mechanized production work, strengthen the management of cross-district operation of agricultural machinery, and meticulously organize the trans-regional wheat harvest campaign of "three summers". Refine the "Technical guidance on Mechanized harvesting of Wheat and Rice" and carry out activities to publicize and implement the quality standards of mechanized harvesting, so as to reduce the loss in the process of grain harvest.
The fifth is to cultivate the main body of the new type of agricultural machinery socialized service market. Give full play to the technical support role of the expert group on the strategic consultation of agricultural mechanization science and technology, and carry out the construction of "10 million" agricultural mechanization talents with the help of agricultural technology promotion backbone training programs, new professional farmers training projects and other projects. focus on training "100" high-quality agricultural mechanization science and technology leaders, "thousands" grass-roots agricultural machinery promotion backbone talents, "hundreds of thousands" agricultural machinery professional experts.
Sixth, improve the quality supervision and management of agricultural mechanization. To study, revise and improve the relevant system of agricultural machinery test and appraisal, and enhance the coordination and effectiveness of the system.
Seventh, do a good job of safe production of agricultural machinery. We will promote the implementation of a regular free safety inspection system for agricultural machinery, and encourage financial subsidies for agricultural machinery license issuance, safety inspection, training and examination, scrap recycling, safety insurance and other expenses. Last year, the Ministry of Finance and the National Development and Reform Commission made it clear that small and micro enterprises and individual industrial and commercial households were exempted from administrative fees for agricultural machinery supervision, and this year they worked hard to extend the scope of exemption to all farmers and cooperatives.
