In the face of the new situation and challenges, the No. 1 document of the Central Committee in 2010 clearly stated that the goal and task of agricultural and rural work this year is to ensure that grain production does not decline, farmers' income does not hover, and the good momentum of rural development does not reverse. The overall requirement of this year's agricultural and rural work is to take the overall planning of urban and rural development as the fundamental requirement for building a well-off society in an all-round way, to improve rural people's livelihood as an important part of adjusting the distribution pattern of national income, to expand rural demand as a key measure to stimulate domestic demand, and to develop modern agriculture as a major task for transforming the mode of economic development. Taking building a new socialist countryside and promoting urbanization as the lasting driving force for maintaining steady and rapid economic development, and in accordance with the basic thinking of stabilizing grain supply, increasing income and benefiting the people's livelihood, reform to promote overall planning, and a strong foundation to increase stamina, we will unremittingly do a good job in agricultural and rural work and continue to make new contributions to the overall situation of reform, development and stability.

In accordance with the overall arrangements of the CPC Central Committee and the State Council, the Ministry of Agriculture proposed to stabilize the production of grain and other major agricultural products in 2010, optimize the agricultural and rural economic structure, focus on building a modern agricultural support system, and speed up the progress of agricultural science and technology. we will promote rural reform and institutional mechanism innovation, promote the building of a new socialist countryside, and achieve "two ways to do everything possible" and "two efforts to ensure" In other words, we will do everything possible to keep grain output stable at more than 1 trillion jin, keep farmers' income growing at more than 6 percent, strive to ensure that major regional animal epidemics do not occur, and strive to ensure that major incidents in the quality and safety of agricultural products do not occur, consolidate and develop the current good situation of agricultural and rural economy, and provide strong support for the overall economic and social development.

2. the state has greatly increased its investment in agriculture and rural areas.

Focus on supporting two aspects:

First, 49.5 billion yuan of livelihood projects such as "water circuit and gas houses" in rural areas, including rural drinking water safety projects, rural power grids, rural roads, rural biogas projects, pilot projects to expand the renovation of dilapidated houses in rural areas, settlement projects for nomads in ethnic minority areas, rural small hydropower projects, rural postal services, and agricultural, forestry and water schistosomiasis control projects.

Second, 44.16 billion yuan for the construction of agricultural infrastructure and service system. Specifically, it includes the water-saving transformation of large irrigation districts, the field project of adding 100 billion jin of grain and the agricultural technology service system, the animal epidemic prevention system, the quality and safety inspection and inspection system of agricultural products, the inspection and inspection system of food quality and safety, grain and oil storage facilities, the project of returning farmland to forest and natural grassland, standardized large-scale breeding areas for pigs and dairy cows, plant protection projects, breeding and breeding projects, fishery administration and fishing ports, conservation tillage, The construction of grass-roots agricultural technology extension system, agricultural products wholesale market, grassland fire prevention and oil and sugar production base, dry farming and water-saving agricultural demonstration base and Xinjiang cotton base, etc. Through the implementation of the above facilities, the conditions of agricultural production will be continuously improved and the comprehensive agricultural production capacity will be further enhanced.

3. Improve the agricultural subsidy system

In 2009, the central government allocated 19 billion yuan in direct subsidies to grain farmers, 75.6 billion yuan in comprehensive subsidies for agricultural materials, 19.85 billion yuan in subsidies for improved varieties, and 13 billion yuan in subsidies for the purchase of agricultural machinery and tools, which played a positive role in arousing farmers' enthusiasm for farming and growing grain.

In 2010, the central government will continue to implement subsidies for grain farmers, and the subsidy funds are required in principle to be distributed to farmers engaged in grain production, which shall be determined by the people's governments at the provincial level according to the actual situation. Establish and improve the dynamic adjustment system of comprehensive agricultural subsidies, according to the price changes of chemical fertilizers, diesel and other agricultural materials, and follow the principle of "overall planning of price compensation, dynamic adjustment, only increase but not decrease" to arrange funds for comprehensive agricultural subsidies in a timely manner. reasonably make up for the increased cost of agricultural means of production by grain farmers. On February 4, the central government allocated two subsidies totaling 86.7 billion yuan to local governments in order to pay them directly to farmers through "one card" or "90% discount pass" before spring ploughing. In terms of improved seed subsidies, rapeseed is fully covered in rice, wheat, corn, cotton, soybeans in Northeast and Inner Mongolia, 10 provinces and cities in the Yangtze River Basin, Henan Xinyang, Hanzhong and Ankang areas; 10 yuan per mu for early rice, wheat, corn, soybean and rape, and 15 yuan per mu for middle and late rice and cotton. Subsidies for rice, corn and rape take the form of direct cash subsidies, while wheat, soybeans and cotton can be subsidized by unified bidding, purchase of seeds at different prices, or direct cash subsidies, specifically determined by the provinces according to the actual situation; at the same time, in 2010, the central government will further expand the area of subsidies for original potato production, subsidies for improved varieties of highland barley will be launched in Tibetan areas, and subsidies for improved varieties of peanuts will be launched in some peanut producing areas. In terms of subsidies for the purchase of agricultural machinery and tools, the scope of subsidies continues to cover all agricultural and animal husbandry counties (farms) throughout the country. The subsidy standard remains unchanged at 30% of the purchase price of machines, the upper limit of subsidy for individual machines remains unchanged, and the types of subsidized machinery and tools cover 12 major categories, 45 subcategories and 180 items. On this basis, various localities can add another 20 items on their own. On March 1, the central government allocated 28.6 billion yuan in advance for subsidies for improved varieties and for the purchase of agricultural machinery to ensure the needs of spring ploughing production in various localities.
