Ministry of Agriculture deploys 2010 National Veterinary Qualification Examination

Recently, the Ministry of Agriculture organized a meeting to make comprehensive arrangements for the 2010 National Veterinary Qualification Examination. Gao Hongbin, vice minister of agriculture, attended the meeting and made an important speech. The heads of animal husbandry and veterinary departments of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, the director of veterinary medical administration department, and the responsible comrades of relevant departments and departments of the Ministry of Agriculture attended the meeting.

It was noted that the Veterinary Licensing Examination was an entrance examination for veterinary practitioners to assess whether veterinary practitioners possessed the necessary professional knowledge, skill level and ethics to practice. It is a common practice in most countries and regions of the world to carry out veterinary qualification examination system. The Animal Epidemic Prevention Law and Several Opinions of the State Council on Promoting the Reform of Veterinary Management System clearly stipulate and put forward specific requirements for the implementation of the qualification examination system for veterinary practitioners. Carrying out the qualification examination for veterinary practitioners is not only an important measure to comprehensively implement relevant policies and laws, but also a requirement for the integration of China's veterinary system with international common practices, and a major event to deepen the reform of veterinary management system and promote the construction of a new veterinary system. The veterinary qualification examination is the same as the examination of medical practitioners, judicial examinations and registered accountants. It is an examination organized by the state and different from any previous veterinary examination.

The meeting held that in 2009, the Ministry of Agriculture organized the pilot work of veterinary qualification examination in Jilin, Henan, Guangxi, Chongqing, Ningxia and other five provinces, and achieved remarkable results. In 2010, the qualification examination for practicing veterinary medicine was carried out nationwide, which was the first national large-scale examination. There were many work links, high social attention, strict confidentiality requirements and heavy responsibilities. The meeting requested that all localities should carefully organize and arrange the work of the 2010 Veterinary Qualification Examination safely and efficiently. First, we should strengthen leadership and plan ahead. It is necessary to set up a special organization with full-time personnel to be responsible for the examination work; formulate a practical and feasible implementation plan, clarify the work tasks, refine the time arrangement, and strive to achieve meticulous work in each link. Second, we should clarify responsibilities and pay close attention to implementation. Strengthen the examination work training of examination personnel at all levels, be familiar with the work flow of licensed veterinary qualification examination; do a good job in each link of the examination to ensure that responsibilities are in place and measures are in place. Pay close attention to formulating specific, detailed and operational emergency plans. Any situation in any link can be discovered, reported and handled in time to ensure that emergency response is in place. Third, we should strengthen communication and coordination to form joint efforts. It is necessary to establish information transmission and submission system, smooth communication channels, innovate communication methods, accurately grasp the work trends, timely discover and solve problems existing in the examination work; actively communicate and coordinate with relevant departments, and earnestly do a good job in social security maintenance, safety and confidentiality, violation of discipline and regulations, medical treatment and wireless signal shielding during the examination process. Fourth, it is necessary to strengthen the management of examination affairs and seriously examine discipline. We should earnestly strengthen the examination confidentiality work, strengthen the education of examination staff on confidentiality laws and regulations, implement confidentiality responsibilities, improve confidentiality facilities, and pay close attention to the implementation of various confidentiality work. Fifth, we should intensify publicity and strive to create a good social atmosphere. All localities must take effective measures to strengthen the publicity work of veterinary qualification examination, and strive to achieve leadership recognition, social understanding and clear management.
