The Ministry of Agriculture has identified seven key tasks in planting industry.

Recently, the General Office of the Ministry of Agriculture issued the "Key Points of Crop Production Work in 2015" to determine the seven key tasks of crop production in 2015.

Do not relax in grain production. Optimize the planting structure and strive to stabilize the grain planting area above last year's level. Deepen the establishment of high-yield grain, carry out regular rotation of demonstration films, and give priority to supporting large counties producing rice, wheat and other grain varieties. We will carry out solid research on green production increase mode, focusing on main production areas and large grain-producing counties, and make every effort to overcome technical bottlenecks affecting yield improvement, quality improvement, benefit increase and environmental improvement. Actively promote the development of potato staple food products and industries, promote the development of staple food products and technological process improvement, and improve the industrialization level of potatoes.

Continuously promote the improvement of quality and efficiency of economic and horticultural crops. Optimize the structure and layout, stabilize the planting area of cotton oil sugar and vegetables, continue to carry out the establishment of high yield of cotton oil sugar, vigorously promote the light and simple cultivation and high yield and high efficiency technical mode, and improve the yield level and planting efficiency. Carry out horticultural crop "three products" promotion action, promote variety improvement, quality improvement and brand creation. Optimize the distribution of vegetable regions and varieties, promote safe and efficient green cultivation techniques, and promote standardized and large-scale production. We will do a solid job in the pilot development of winter vegetable facilities in large and medium-sized cities in the north, and steadily improve the self-sufficiency level of vegetables in the off-season in winter and spring in the north. Promote the establishment of horticultural crop standard gardens.

Effectively strengthen the protection and promotion of cultivated land quality. We will implement the strictest farmland protection system, do a solid job in defining permanent basic farmland, explore the mechanism of "planning, management, construction and use", and realize permanent protection and sustainable use. Carry out actions to protect and improve cultivated land quality, focusing on soil fertility improvement, soil improvement, nutrient balance and quality restoration, so as to improve the inherent quality of cultivated land. We will improve the national farmland quality monitoring system and regularly publish farmland quality monitoring.

Efforts should be made to promote the sustainable development of crop cultivation. Reduce chemical fertilizers and pesticides, control pests, save costs and increase efficiency, promote soil testing and formula fertilization, popularize new fertilizer technologies, and effectively utilize organic fertilizer resources; Control the occurrence and harm of pests and diseases, promote precise drug use, implement integrated pest control, continue to carry out pilot projects for the designated management of highly toxic pesticides, expand the pilot scope of demonstration subsidies for low-toxic biological pesticides, promote the replacement of high-toxic and high-residue pesticides with high-efficiency, low-toxicity and low-residue pesticides and the replacement of low-efficiency small and medium-sized pharmaceutical devices with high-efficiency large and medium-sized pharmaceutical devices, improve resource utilization rate, and ensure the realization of chemical fertilizer and pesticide reduction targets. We will develop water-saving agriculture, integrate and popularize water-saving dry farming technology models in key areas, highlight key technologies and improve the utilization rate of water resources.

Strengthen pest control. Accelerate the construction of pest monitoring and early warning system, and focus on building a batch of automatic and intelligent field monitoring outlets. Vigorously promote unified prevention and control, focusing on supporting a number of large-scale professional prevention and control organizations. Innovate and promote green prevention and control, integrate a batch of green prevention and control technology models suitable for different crops, and build a batch of green prevention and control demonstration areas. Promote scientific drug use, coordinate and unify "medicine, equipment and human", and realize pesticide reduction and harm control. All efforts to stop the spread of plant disease.

Pay close attention to disaster prevention and mitigation. Strengthen disaster dispatch analysis and improve emergency plans for major disasters. Strengthen technical guidance services, implement active disaster prevention, scientific disaster prevention, implement key technologies for disaster prevention and mitigation, and reduce disaster losses.

Strengthen the construction of laws and regulations. Promote the revision and promulgation of the Pesticide Management Regulations and accelerate the formulation of supporting regulations. Accelerate the drafting of the Regulations on the Prevention and Control of Crop Diseases and Pests, organize the drafting of the Regulations on the Protection of Cultivated Land Quality and the Regulations on Fertilizer Management, and actively promote the drafting, promulgation and implementation of the Food Law. Promote administration according to law and comprehensive agricultural law enforcement.
