At the press conference, Leng Hongzhi, deputy director of the Land use Management Department of the Ministry of Land and Resources, said that we have been studying and paying attention to the issue of collective construction land entering the market since 2001, and since 2003 we have been actively studying policies in this area. especially after the third Plenary session of the 17th CPC Central Committee put forward the collective construction land obtained in accordance with the law to enter the market, we have further stepped up our efforts in this regard. Also communicated with relevant departments.

He said: at present, with the restructuring of township enterprises and farmers' increasing awareness of the value and awareness of land assets, some of the collective construction land transfer has in fact spontaneously entered the market. Although this spontaneous entry into the market is restricted by the land management law, this trend is actually objective. At present, we are also in the process of amending the Land Management Law to promote this work.

He revealed that at present, in the process of introducing this policy, there are three issues that are hot and difficult: first, the scope of collective construction land transfer, which is an issue that friends of the press or relevant experts and scholars have been studying and debating. The second is the subject of collective construction and transfer, that is, who is the subject of property rights. The third is a very important piece, that is, the distribution of income in circulation. I think the transfer of collective construction land is a major issue related to the process of urbanization, to the economical and intensive use of land, to the overall development of urban and rural areas, to protect farmers' rights and interests, and to enable farmers to obtain more benefits. In the process of revising the Land Management Law, we will study and implement it well in accordance with the requirements of the central authorities, and make arrangements in the legal system.
