Measures for access and supervision of industrial and commercial capital leasing of agricultural land shall be formulated as soon as possible, and unauthorized change of agricultural use is strictly prohibited.
It is worth paying attention to that both the reform of the rural collective property rights system and the pilot reform of the rural land system are involved in the first document of this year.
