Zero growth Action Plan for pesticides and Fertilizer
The extensive use of pesticides has brought greater convenience to farmers, but it has brought serious pollution to the environment. In order to reduce the use of pesticides, the Ministry of Agriculture issued a zero growth action plan for pesticides and chemical fertilizers.
On the afternoon of January 28, Minister of Agriculture Han Changfu presided over an executive meeting of the Ministry, which examined and approved in principle the Action Plan for Zero growth in Pesticide use, the Action Plan for Zero growth in Chemical Fertilizer use, and the regulations on the Prevention and Control of crop Diseases and insect pests.
The Ministry of Agriculture stressed that in terms of chemical fertilizers, it is necessary to vigorously promote soil testing and formula fertilization, mechanized fertilization, and the application of organic fertilizers, and vigorously support new operators and the development of appropriate scale operation. In terms of pesticides, it is necessary to gradually eliminate highly toxic and highly toxic pesticides, comprehensively reduce the risk of use, vigorously promote unified prevention and control, professional services, and study cleaner production and green production models. It is necessary to strengthen communication and coordination and actively strive for policies on finance, insurance, and taxation, so as to create conditions for zero growth in the use of chemical fertilizers and pesticides.
The meeting called for a full understanding of the importance of doing a good job in the prevention and control of diseases and insect pests in accordance with the law, standardizing and ensuring scientific prevention and control in accordance with the law, and promoting unified prevention and control on a large scale.
In addition, the "key points of planting work 2015" issued by the General Office of the Ministry of Agriculture on the 16th also clearly proposed to reduce unreasonable chemical fertilizer input, and strive to achieve more than 40% utilization rate of chemical fertilizer for major crops in 2020. We will speed up the application of new fertilizers such as high-efficiency slow-release fertilizers, water-soluble fertilizers, biological fertilizers and soil conditioners. We will effectively control the use of pesticides, strive to achieve zero growth in the total use of pesticides in crops by 2020, promote high-efficiency, low-toxic and low-residue pesticides to replace high-toxic and high-residue pesticides, and high-efficiency large and medium-sized equipment to replace low-efficiency small-scale equipment. We will expand the pilot scope of demonstration subsidies for low-toxic biological pesticides.
