At present, China's economic development is entering a new normal. At a time when the 12th five-year Plan is coming to an end and the 13th five-year Plan is about to begin, this year's Central Committee No. 1 document made a "four major" strategic judgment on the overall situation of rural work. And put forward five aspects of strategic thinking and work priorities. This overall positioning of rural work, which is based on the current and future period, makes this year's Central No. 1 document unusual.

Stronger agriculture, richer farmers and more beautiful rural areas are the goal direction of the development of "agriculture, rural areas and farmers" under the new normal. If agriculture is to be stronger, we must build modern agriculture and speed up the transformation of the mode of agricultural development. For a long time, the agricultural model of pursuing high output with high input has overwhelmed the land resources and ecological environment, and the competitiveness of agricultural products is also very low. In order to change the dilemma of "the land is getting thinner and thinner, the fertilizer is more and more applied, and the cost is higher and higher, we must pay more attention to conserving production capacity, pay more attention to structural optimization, pay more attention to quality and safety, and pay more attention to the overall utilization of the two markets." As listed in document No. 1, we must strengthen the innovation-driven role of science and technology, shift agricultural development from relying on excessive development and extensive utilization of resources to ecological protection and restoration, saving and intensive utilization of resources, and implement the overall plan for the governance of outstanding problems in the agricultural environment and the plan for sustainable development of agriculture.

If farmers want to be richer, they must increase their income and strengthen policies to benefit farmers. In the environment of slowing economic growth, increasing the transfer of employment of farmers is faced with new challenges, and the income from farming is also squeezed by the rising cost of farming and the continuous decline in international agricultural prices. Document No. 1 clearly points out that in order to maintain the momentum of continuous narrowing of the income gap between urban and rural residents under the new normal of economic development, we must attach importance to giving full play to the decisive role of the market in allocating resources, improving the price formation mechanism of agricultural products, and increasing farmers' income through various channels. At the same time, it is necessary to give better play to the role of the government, give priority to ensuring agricultural and rural investment, improve the effectiveness of agricultural subsidy policies, strengthen agricultural socialization services, vigorously promote accurate poverty alleviation, use funds to benefit farmers, and improve use efficiency.

In order to be more beautiful in rural areas, we must focus on the integration of urban and rural development and further promote the construction of a new countryside. At present, the construction of new countryside is moving towards a new stage of "seeing green mountains and green rivers, remembering homesickness", which is richer in connotation. This year's No. 1 document not only emphasizes strengthening the construction of rural infrastructure such as water circuits, raising the level of rural public services, and comprehensively promoting the renovation of rural human settlements, but also places special emphasis on the modernization from "material" to "human". The document proposes to strengthen grass-roots party building, innovate township culture, and improve the comprehensive quality of farmers, which is of fundamental significance to the conservation of rural social and cultural soil and the cultivation of new citizens and new farmers.

In practice, the embarrassment of "the reform ends here" and "the law does not go to the countryside" often appears in the rural areas at the end of governance. Document No. 1 focuses on deepening reform and the construction of the rule of law, which is the institutional support for achieving the goal of "agriculture, rural areas and farmers" and "three shifts". The fourth Plenary session of the 18th CPC Central Committee established the principle that major reforms should be based on the law and the law should be followed, and rural areas should be no exception. Which laws are still effective for a long time, which laws need to be done well in the work of "establishing and abolishing", and the reform of "agriculture, rural areas and farmers" also needs to be carried out in an orderly and standardized manner and integrated into the big chess game of comprehensively deepening reform.

Rural reform has been continuously promoted in practice, and the achievements of the reform need to be timely transformed into legal provisions. In this sense, this year's No. 1 document launched a new process of the rule of law in rural reform.
