We will strengthen the cooperation of agricultural cooperatives, the docking of agricultural enterprises, innovate the mechanism of technology popularization and agrochemical service, and constantly enhance farmers' awareness of scientific fertilization. We will earnestly improve the utilization rate of fertilizer and the arrival rate of formula fertilizer, promote the transformation and upgrading of agricultural enterprises in supply and marketing cooperatives, innovate their business services, promote the reform and development of supply and marketing cooperatives, and better serve agricultural production. to provide strong support for ensuring national food security, agricultural product quality security and agricultural ecological security.

According to the agreement, the agricultural sector gives full play to the advantages of industry management, organization and coordination, and technical guidance services, and the supply and marketing cooperative system gives full play to the advantages of agricultural production and supply, channel network, and business services. the two sides carry out comprehensive strategic cooperation in five major areas, namely, strengthening information sharing, promoting formula fertilizer to the field, carrying out scientific fertilization guidance services, strengthening scientific fertilization publicity and training, and strengthening fertilizer supervision and management. Select a number of key cities (counties) to establish a "demonstration county for agricultural-enterprise cooperation to popularize formula fertilizer", cultivate a number of pilot leading enterprises for scientific fertilization of agricultural enterprises, and transform and build a number of standardized agricultural material center stores.
