In order to focus on solving the problem of insufficient storage capacity in Northeast China, we concentrated on completing the task of transferring 10.15 million tons across provinces, setting a new record of 2.48 million tons per month in Northeast China. We stepped up efforts to build warehouses, built 4.55 million tons of new projects, alleviated the contradiction in storage capacity in major production areas, greatly facilitated farmers' grain sales, and improved the collection and storage capacity of production areas. In terms of rotation, in the face of the unfavorable situation of upside-down prices in the grain market and the widening gap between new and old prices, China's grain reserves should give priority to national interests, put the quality of grain reserves first, strengthen the rigid constraints of the rotation plan, and ensure that the central grain and oil reserves are always new. The completion rate of the rotation plan of the central grain reserves was 97% in 2013 and more than 92% in 2014.

At the same time, the China Grain Storage Corporation deepened the reform and improved the management mechanism. In 2014, it established the three vertical control mechanisms of human, financial and material, and a three-level grain reserve quantity and quality supervision and inspection system, and through the reform of regional integration, the original 851 directly affiliated depots were integrated into 346 central depots, through the implementation of intelligent grain depot construction.
