Agricultural cooperation has always been a key area of cross-strait economic and trade exchanges. The No. 1 document of the Central Committee in 2015, which has just been released, has brought new business opportunities for cross-strait agricultural cooperation. Zhu Lei, director of the Economic Office of the Taiwan Research Institute of the Chinese Academy of Social Sciences, Wang Jianmin, a researcher, and other experts said in an exclusive interview with Xinhuanet that document No. 1 can be observed from three angles to deepen cross-strait economic cooperation.
First, producers are most concerned about the issue of "how to maintain the growth of farmers' income". Among the measures to ensure the growth of farmers' income, the introduction of more agricultural subsidies and preferential policies will help attract Taiwan farmers to start businesses in the mainland and make use of their existing production experience, excellent varieties, and management methods on the island to open up the mainland's agricultural product market. this is also in line with the direction of the mainland's efforts to improve the market for agricultural products.
The second is the question of "how to eat at ease" that consumers are most concerned about. Among the measures to ensure consumer food safety, the establishment of agricultural product quality and food safety information platform and supervision system is conducive to ensuring and stimulating the mainland food market. In recent years, serious food safety problems have broken out many times in Taiwan. If Taiwan food can withstand the strict inspection of the mainland food market, it will be conducive to the improvement of its quality brand. The standardized development of the mainland's agricultural products and food market is both an opportunity and a challenge for Taiwan businessmen, and it is also a good start for expanding the "landing" of Taiwan's agricultural products.
The third is the financing issues concerned by agriculture-related enterprises. Document No. 1 proposes to promote the reform of the rural financial system, while encouraging all kinds of commercial banks to innovate "agriculture, rural areas and farmers" financial services, supporting banking financial institutions to issue special financial bonds for agriculture, rural areas and farmers, and encouraging qualified agriculture-related enterprises to issue bonds. Taiwan's financial institutions have certain advantages in rural finance and can play a role in the mainland's rural financial market through cross-strait financial cooperation. Considering that the "Cross-Strait Agreement on Trade in Services" has not been adopted and entered into force on the island, we can explore some parts of the mainland, such as Hercynian, on a trial basis.
Experts also said that there are broad prospects for agricultural development on the mainland, and this year's work on Taiwan will expand the benefits and participation of Taiwan farmers and fishermen in cross-strait exchanges, so cross-strait agricultural cooperation is promising in the future. It is hoped that the vast number of Taiwan agriculture and fishery enterprises and farmers and fishermen will know more about the mainland's agriculture-related business opportunities and participate more in the process of cross-strait agricultural cooperation and development.
