The Information Office of the State Council held a press conference on the 30th. Zheng Guoguang, director of the China Meteorological Administration, and Li Fengtao, deputy director of the Legislative Affairs Office of the State Council, introduced the promulgation and implementation of the regulations on Meteorological disaster Prevention at the meeting.

The regulations on the Prevention of Meteorological disasters will come into force on April 1. At a press conference held by the Information Office of the State Council on the 30th, Zheng Guoguang, director of the China Meteorological Administration, and Li Fengtao, deputy director of the Legislative Affairs Office of the State Council, briefed the meeting on the promulgation and implementation of the regulations on Meteorological disaster Prevention.

On January 27th this year, Premier Wen Jiabao signed decree No. 570 of the State Council, promulgating the regulations on the Prevention of Meteorological disasters. Kui Fengtao said: this is China's first comprehensive administrative regulation to regulate the prevention of meteorological disasters. The formulation and implementation of the regulations on the Prevention of Meteorological disasters is the need to deal with the new situation of climate change, to avoid and reduce the losses of meteorological disasters, to improve the legal system for the prevention of natural disasters and to promote administration according to law.

According to Li Fengtao, there are six chapters and 48 articles in the regulations on the Prevention of Meteorological disasters, which mainly stipulate four aspects:

First, in terms of meteorological disaster prevention, governments and departments at all levels are required to formulate corresponding meteorological disaster prevention plans and emergency plans according to the characteristics and impact of local meteorological disasters, and strengthen the construction of defense facilities in accordance with the plan.

Second, in terms of monitoring, forecasting and early warning of meteorological disasters, the relevant local governments are required to strengthen the monitoring work in disaster-prone areas and improve the disaster information sharing system.

Third, in the emergency handling of meteorological disasters, the relevant governments and departments are required to make a timely decision to start the pre-plan, take necessary emergency management measures, and organize the timely transfer and evacuation of the affected people.

Fourth, in the construction of meteorological disaster prevention mechanism, efforts should be made to build a disaster prevention linkage mechanism with government leadership, departmental cooperation and social participation.
