As the basic work of rural land system reform, the registration and issuance of land rights is one of the prerequisites for the smooth implementation of various reforms.

Although all the certificates were issued during the second round of contracting, the land area calculated by the certificate issued in 1998 is not accurate. Li Guoxiang said: in 1979, Xiaogang Village in Anhui Province began to implement the household contract responsibility system, and by 1983, the whole country had launched the first round of land contracting, distributing collective land to every household, and the first round of contracting lasted for 15 years. So in 1998, it was called the second round of contracting, which lasted for 30 years.

However, at that time, during the first and second rounds of contracting, there were no current measuring instruments. "if you take a rope to estimate, a lot of the area calculated is not accurate." Li Guoxiang believes that it is very difficult to register the rights of the vast majority of contracted land in rural areas, because the measured funds are very large, and there is also "wrangling" over who will pay for this funds.The central document says that it is included in the local government budget, and the local governments do not have so much funds, so their enthusiasm is not high.

It is also pointed out that the progress of ascertaining power is also linked to the will of local governments. Because the confirmation of power will have an impact on the future work of some local governments, especially in land expropriation will be greatly increased. In the past, some land expropriation work excluded farmers from the distribution of land value-added income. Farmers could not decide the sale of land, nor could they negotiate prices with buyers on an equal footing. After confirming the power, it can prevent the previous tort acts such as random land expropriation to a certain extent, and play a role in protecting the interests of farmers to a certain extent. However, many local governments find it difficult to adapt to this change, so their enthusiasm for confirming power has been affected.

According to the plan, this year, on the basis of the comprehensive promotion of the three provinces last year, eight to 10 provinces will be selected, with a registered area of about 500 million mu, which will basically cover 1/4 of the country's agricultural land. The timetable given by the central government is to complete the registration and certification work within five years. Li Guoxiang said that whether the actual measurement work of the registration and issuance of rural land contractual management rights can be completed as scheduled, and whether it can be incorporated into the basic platform of real estate registration information management after completion, and it will take time to share registration information with countries, provinces, cities, and counties in real time.

But now we can be sure that the realistic impact of unified registration and issuance of certificates is that farmers will get better protection of property rights. In the long run, it will prepare for the mortgage transfer and marketization of homestead and rural houses. However, the process of land survey requires a lot of money, manpower, and even time to deal with disputes between farmers, five years is obviously very tight. " Li Guoxiang is worried.
