The Ministry of Agriculture identified the second batch of rural collective "three capital" management demonstration counties.
In order to implement the spirit of the central government on strengthening the management of rural collective funds, assets and resources (hereinafter referred to as "three capital"), and give full play to the typical demonstration role, in 2012, the Ministry of Agriculture carried out the establishment of national rural collective "three capital" management demonstration counties, and identified 155 demonstration counties for the first time. It has achieved remarkable results in improving the supervision and operation level of rural collective assets, strengthening the construction of rural collective asset management institutions, and promoting the institutionalization, standardization and informationization of rural collective asset management.
In order to further strengthen the management of collective "three capital" in rural areas, maintain and increase the value of collective assets, safeguard the legitimate rights and interests of collective economic organizations and their members, develop and strengthen the collective economy, and increase farmers' property income, recently, on the basis of recommendations from various provinces, autonomous regions, municipalities directly under the Central Government and cities separately listed on the State plan, it has been examined and approved. The Ministry of Agriculture has identified 155 counties (cities, districts), including Haidian District, Beijing, as the second batch of rural collective "three capital" management demonstration counties (see today's second edition).
The Ministry of Agriculture requires all localities to attach great importance to the financial management of rural collective assets, and take the establishment of rural collective "three capital" management demonstration counties as an opportunity to innovate management methods, expand work contents, strengthen work guidance, and increase financial support. we will strengthen business training, supervision and inspection, and promote new results in the collective "three capital" management in rural areas throughout the country.
