Stimulate the vitality of rural reform and accelerate agricultural modernization

The training course invited Chen Xiwen, deputy head of the Central Rural work leading Group and director of the office, and the central financial and economic leader.

From February 2 to 3, the first training course on the spirit of studying and implementing the No.1 Document of the Central Committee for the heads of national agriculture-related media and journalists of "agriculture, rural areas and farmers" was held in Beijing. Chen Xiwen, deputy head of the Central Rural Work Leading Group and director of the Office, Han Jun, deputy director of the Central Financial and Economic Leading Group Office, Chen Xiaohua, vice minister of the Ministry of Agriculture, and Zhang Hongyu, director of the Rural Economic System and Management Department of the Ministry of Agriculture, were invited to give special reports on promoting agricultural modernization, new rural construction, rural reform and increasing farmers 'income. They unanimously believe that at present, China's economic development has entered a new normal state and is shifting from high-speed growth to medium-high-speed growth. How to continue to strengthen the basic position of agriculture and promote the continuous increase of farmers 'income under the background of slowing economic growth is a major issue that must be solved. We must always insist on solving the "three rural" problems as the top priority of the whole party's work, rely on reform to add impetus, with the rule of law as a guarantee, to achieve strong agriculture, rich farmers, rural beauty, and accelerate the modernization of agriculture with Chinese characteristics.

On February 1, the 12th consecutive Central Document No.1 guiding the work of "agriculture, rural areas and farmers" since the new century,"Several Opinions on Intensifying Reform and Innovation and Accelerating Agricultural Modernization Construction" was released to the public. The China Association of Journalists and the All-China Farmers Newspaper Association jointly held a training class on studying and implementing the spirit of the Central Document No.1. The special report of the training class has high standing position, wide vision, deep connotation, thorough analysis, detailed data and clear viewpoint. It is a three-dimensional analysis of the No.1 document of the Central Committee and a panoramic perspective of the "three rural issues". It provides an ideological feast with high nutritional value for the trainees and enables them to clearly and thoroughly understand the major tasks and opportunities and challenges of the current "three rural issues" work.

Chen Xiwen pointed out that although grain production and farmers 'income have achieved "eleven consecutive increases" and "eleven consecutive fast increases" respectively, which are two landmark indicators reflecting the development situation of agriculture and rural areas, the reform and development of agriculture and rural areas are also facing complex contradictions and problems. Agricultural production costs are rising rapidly, prices of domestic bulk agricultural products are generally higher than those in the international market, agricultural subsidies are approaching the upper limit of the WTO yellow box policy, resource and environmental constraints on agricultural development are intensifying, comprehensive reform is deepened, and agricultural modernization is accelerated, thus solving these problems is a major task of the "three rural" work. This year's No.1 Document of the Central Committee proposed that under the new normal of economic development, with deepening reform as the driving force and the construction of the rule of law as the guarantee, we should closely focus on the main goal of agricultural and rural development, strive to tap new potential in improving grain production capacity, open up new ways in optimizing agricultural structure, seek new breakthroughs in transforming agricultural development mode, achieve new results in promoting farmers 'income increase, and take new steps in building new countryside.

In response to accelerating the construction of new countryside, Han Jun pointed out that rural development cannot be discussed in terms of rural development, but must be considered and solved in the context of new urbanization. We should focus on four major policy issues: where people go, how to protect farmers 'rights, where money comes from, and how to build a new countryside. In the face of the situation that land urbanization is faster than population urbanization and the dual structure problems within cities and towns are prominent, we should promote the equalization of public services from employment, education, medical care and pension, constantly improve the rural public service system, and fully protect farmers 'land rights and interests. The construction of new countryside should be strided forward from single soldier to comprehensive development, from "new countryside of things" to "new countryside of people", from urban-rural separation to urban-rural integration, not only based on promoting rural self-development, but also speeding up the elimination of urban-rural dual structure.

When talking about rural reform, Chen Xiaohua put forward five issues: deepening rural land system reform, building a new agricultural management system, reforming rural collective property rights system, perfecting and perfecting agriculture and supporting protection system, and reforming household registration system. He pointed out that the reform of rural land system is mainly the reform of "three pieces of land", namely rural contracted land, collective construction land and rural homestead system reform.

The reform of contracted land in rural areas should follow the principle of "separation of three rights", adhere to collective ownership, stabilize land contracting rights and activate land management rights. In the pilot reform of rural collective property rights system, it is necessary to safeguard the rights of members of farmers 'collective economic organizations, actively develop farmers' share cooperation, and empower farmers to possess, earn, withdraw with compensation, mortgage, guarantee and inheritance rights of collective assets.

In response to the problem of increasing farmers 'income, Zhang Hongyu proposed that in 2014, farmers' income will continue to increase higher than that of urban residents, which is a bright spot in agricultural and rural development, but farmers 'income will also face new challenges. At present, the national economy has changed from high-speed growth to a new normal of medium-high-speed growth. The income gap between urban and rural residents, regional income gap and farmers is still large, and there is no long-term mechanism for growth. It is necessary to set phased targets for increasing farmers 'income, steadily raise the prices of major agricultural products, raise the wage level of migrant workers, and increase farmers' property income through reform. The government should do something in strengthening agricultural subsidies and introducing subsidy policies for special areas and groups, and increase farmers 'income by developing rural education, health, social security and other livelihood undertakings.

Gao Shangang, Deputy Secretary of the Party Group and Secretary of the Secretariat of the China Association of Journalists, made a mobilization speech at the opening ceremony. Tang Yuanjie, president of the All-China Farmers Newspaper Association, secretary of the Party Committee and president of the Farmers Daily, made a concluding speech at the graduation ceremony of the training class. More than 200 heads of agriculture-related media and journalists from "agriculture, rural areas and farmers" participated in the training.
