The relevant responsible person of the Ministry of Finance interpreted the subsidy policy for new varieties of household appliances going to the countryside, the way to determine specific models, circulation enterprises and the management of bid-winning products.

Six new types of household appliances are added, and the purchase of 2 sets is limited to each household.

The responsible person said that since the new varieties of household appliances are independently selected according to the actual needs of farmers, the types of household appliances selected in each region are also different, including range hood, electric bicycle, DVD VCD player, rice cooker, gas stove, electric pressure cooker, and so on. Among them, Beijing, Tianjin, Inner Mongolia, Zhejiang, Gansu new varieties for range hood, Shanghai, Hunan, Fujian, Ningxia, Xinjiang for gas stoves, Hebei, Shanxi, Jiangsu, Anhui, Jiangxi, Shandong, Henan, Shaanxi, Hubei, Yunnan for electric bicycles, Jilin, Heilongjiang, Guangdong, Hainan, Chongqing, Sichuan for rice cookers, Guangxi, Qinghai, Xizang for electric pressure cookers, Liaoning, Guizhou for DVD disc players.

Farmers and workers of state-owned farmers and forest farms who purchase new varieties in the provinces (autonomous regions and municipalities) where the hukou is located shall be given financial subsidies at 13% of the selling price. The implementation period of the new varieties is consistent with the deadline for the implementation of the policy of home appliances going to the countryside. The new variety is limited to 2 sets (pieces) per household.

This time, in addition to the existing nine types of subsidies, provinces (autonomous regions and municipalities) are allowed to independently choose a new practical variety to be included in the subsidy scope of the policy of home appliances going to the countryside, so that the role of home appliances going to the countryside to stimulate consumption and production can be brought into full play. it can also give farmers more choice to buy home appliances and get more benefits.

Set the maximum subsidy limit for each type of subsidy.

The specific models of the new varieties are produced by public bidding, and the competent departments of finance, commerce, industry and information at the provincial level are responsible for organizing and implementing them. The maximum subsidy limit for each type of subsidy is set, among which, the maximum subsidy limit for range hood is 338 yuan, electric bicycle is 260 yuan, rice cooker and DVD player is 65 yuan, gas stove is 195 yuan, electric pressure cooker is 78 yuan.

When inviting bids, all localities shall abide by the relevant state laws and regulations such as the Law on tendering and bidding, and shall not engage in local blockades or monopolies, or designate enterprises or brand models in disguise. The requirements for selected products mainly include the following:

It has high popularity and influence, high market share, strong ability and experience in developing and producing rural household appliances; high level of performance and safety design, mode and effect; in line with national environmental protection standards; adapt to the rural consumption environment; quality and function are suitable for farmers; with strong maintenance service capacity, maintenance network coverage can meet farmers' requirements for after-sales service.

The production, sales and subsidies of new bid-winning products shall be managed in accordance with the relevant regulations such as the rules for the Operation of Home Appliances to the Countryside, and relevant information needs to be entered into the information management system of Home Appliances to the Countryside. The bid-winning production enterprise shall, in accordance with the relevant policies on home appliances going to the countryside, add unified product identification cards and numbers to the new bid-winning products one by one, and the appearance of the new bid-winning products shall conform to the standards for the use of special marks for home appliances going to the countryside.
