Sampling of national income

Every quarter, the Zhejiang investigation team of the National Bureau of Statistics announces to the public the income of Zhejiang residents. From these data, you can see what level of income Zhejiang people are in, and you can also calculate whether your income is driving growth or holding you back.

The income and expenditure data of residents are implemented in accordance with the urban-rural integrated household income and expenditure survey system formulated by the National Bureau of Statistics, using national unified sampling methods, survey indicators, survey methods, data processing and data release principles.

A total of 2300 survey areas were selected in the province, and 23000 households were distributed in all 32 districts, 36 counties and 22 county-level cities in the province, with an average of 23000 households in each county (city, district). These survey households cover the cities and towns of the province, as well as the migrant population living in our province. These survey households record their income and expenditure every day, and the survey data of each household are reported to the Zhejiang Survey team of the National Bureau of Statistics, and finally the per capita disposable income of the province's residents, urban and rural residents is collected.

Due to the large number of households in the province, the income data of residents in the province can not be obtained by investigating the income of each family. Sample survey is usually used to select some households as accounts. Statistical experts tell us that every survey household is determined through a strict sampling procedure, and it is definitely not random to find some families to carry out.

The sampling survey method is a statistical survey method widely used in the world, which takes the statistical probability theory as its theoretical basis, and randomly selects the survey households through the sampling procedure of scientific design and strict operation, so as to avoid all the subjective selection of the survey households. the population is calculated from the survey sample data. Just like in the product quality inspection, some products are selected by the method of random sampling, and the qualified rate of product quality is obtained, so as to determine the qualified situation of the batch of products.

The 23000 urban and rural households selected by the province record the income and consumption of all the permanent members of their families every day. Each investigation district employs an auxiliary investigator, and 2300 auxiliary investigators from the province provide bookkeeping guidance to the surveyors, check the bookkeeping quality, send and receive account books, examine and code every record of the surveyors, and then send them to the statistical investigation department at the county level for data audit, entry, summary and reporting. Finally, the per capita disposable income of all residents in the province and various regions, urban permanent residents and rural permanent residents will be obtained.

Survey data are scientifically credible

In March 2014, our province released the unified income data for urban and rural areas for the first time: in 2013, the per capita disposable income of all residents in our province was 29775 yuan. Per capita disposable income is an average, which is obtained by averaging the income of different income households. In fact, at least half of the households do not reach this average income.

Before this, the per capita income data of our province, like the national data, are in the stage of "urban-rural dualization", which is divided into two kinds of data: "per capita disposable income of urban residents" and "per capita net income of rural residents".

Compared with the previous urban-rural household survey, the integrated household survey has many advantages: for example, the index setting is more perfect, and the scope of the survey is fully covered. The sampling frame of the integrated household survey is compiled by the data of the sixth census, which strengthens the coverage of the floating population and the population in the urban and rural areas.

The respondents have also achieved permanent residence, especially for migrant workers who live in rural areas and go out all the year round, their income and expenditure has changed from the original investigation to their families in the rural registered permanent residence to direct investigation to themselves in the place of permanent residence, in order to reduce underreporting. At the same time, the content of the survey is richer and the sampling method is more scientific. Under 95% confidence, the sampling error of per capita disposable income of residents in the whole country is less than 1%, and that of residents in the whole province is less than 3%.

Of course, with the improvement of the income of urban and rural residents, the awareness of privacy protection and the increase of population mobility, the bookkeeping of household survey is becoming more and more difficult. For this reason, statistical investigation departments need to regularly visit and record accounts, strengthen the building of a contingent of auxiliary investigators, and establish a strict and standardized quality control system for sample rotation, data collection, data processing and data release, so as to eliminate all kinds of interference. ensure the quality of residents' income and expenditure data.
