What is still lacking for farmland to enter the market? There are many difficulties in listing

Among them, the entry of rural land into the market will become the focus of this reform, but because it involves the adjustment of a number of supporting systems, it still needs to be promoted for a long time.
From November 7 to 9, at the seminar on "comprehensively promoting the rule of law and the new trend of the rural land system" sponsored by the China Civil Law Research Association and the Department of Civil and Commercial Law of the School of Law of the Central South University of Economics and Law, experts generally agreed that if the entry of rural collective construction land into the market is to be carried out smoothly, the protection of many links, such as the summary of pilot experience, the rational distribution of benefits, and the revision of relevant legal systems, have become crucial.
The present situation of "thought is greater than action"
From April to August this year, the research group was divided into two research groups, led by Professor Wang Jingxin of the Chinese Peasant Development Research Center of Zhejiang Agriculture and Forestry University and Professor che Yubin, director of the Rural Research Center of Zhejiang normal University. the field investigation of the sample area was completed for eight times, and the samples involved six provinces and municipalities directly under the Central Government, including Shandong, Zhejiang, Chongqing, Yunnan, Sichuan and Guangdong.

Taking Huzhou City, Zhejiang Province as an example, the investigation and statistics of the land and resources management department of Huzhou City show that since the pilot work of collective construction land transfer management was carried out in Huzhou City in 1998, a total of 641 collective construction land transfer projects were handled, with an area of 8296 mu (average annual area of 488mu), and the average transfer area of each project was only 12.9mu.
At the same time, there are great differences in transaction prices among different regions, and the overall price is relatively low, but the upward trend is obvious.
Despite the achievement that the variety of transactions in the rural construction land market is becoming more and more abundant, the defects such as the relatively single transaction mode, the relatively simple transaction procedure and the lack of clear detailed rules for income distribution are still obvious.
Lu Jian, a lecturer in the School of Law of Central South University of Economics and Law, also found that the development of rural collective construction land in the market is still not very optimistic.
Based on the empirical research in Hubei, Anhui and Jiangxi, Lu Jian believes that the current situation of collective construction land entering the market can be summarized as "thinking without action".
In January 2011, the Department of Land and Resources of Anhui Province formally approved Ningguo City under Xuancheng City as the only pilot county in the province to carry out comprehensive reform of urban and rural land use system for three years.
In view of the entry of collective construction land into the market, Ningguo City has mainly carried out three pilot projects, including actively promoting the pilot project of linking the increase and decrease of urban and rural construction land, promoting the land ticket transaction system, and establishing a collective construction land transfer system.
Although Ningguo City has also introduced a supporting system at the same time of the pilot project the effect is not significant. For example, in order to establish a system for the transfer of collective construction land, Ningguo City has issued the measures for the Administration of the use of Rural Collective Construction Land in Ningguo City (for trial implementation), which allows the right to the use of collective construction land in line with the planning, implement paid use and transfer.
"although the regulation is relatively detailed, as of the time of investigation, there is no case of collective construction land entering the market in Ningguo City." Lu Jian said.
