Departments (bureaus, commissions) of agriculture (agriculture and animal husbandry, agricultural economics, agriculture and forestry) of all provinces, autonomous regions and municipalities directly under the Central Government, Agricultural Bureau of Xinjiang Production and Construction Corps:

Recently, Zhumadian City, Henan Province, Queshan County occurred a serious production reduction caused by fake and inferior upland rice seeds, due to poor treatment by local seed management agencies, the damaged farmers hanged themselves. In this regard, all localities should carefully learn lessons from them, compare their own work, find out the indifferent concept of law enforcement, unfair law enforcement and irregular behavior in their work, and combine the work of this year's seed law enforcement year, comprehensively strengthen seed management, intensify seed law enforcement, earnestly safeguard farmers 'interests and ensure agricultural production safety. The request is hereby notified as follows:

I. Effectively enhance the sense of responsibility for seed management

Strengthening seed management and maintaining the normal order of seed market are the important responsibilities of agricultural administrative departments at all levels and their seed management organizations, which are the basis for ensuring agricultural production safety and increasing farmers 'income. At present, there are still outstanding problems such as too many varieties, pushing before examination, false advertisement, false license infringement, making and selling fake and inferior seeds, etc. The existence of these problems is directly related to the indifference of law enforcement consciousness of agricultural departments and seed management organizations at all levels, lax administrative license control, inadequate supervision and irregular law enforcement. In this regard, all localities should earnestly enhance their sense of responsibility, further strengthen leadership, implement responsibilities, take effective measures, and earnestly strengthen seed management.

II. Comprehensively implement the work of seed law enforcement year

All localities should, in accordance with the deployment and requirements of our Ministry's seed law enforcement year, earnestly strengthen the clean-up of unqualified seed enterprises, market supervision and inspection and variety management, consciously lower the law enforcement standards without prejudice, avoid local protection to avoid unfair law enforcement, and do not engage in formalism and go through the motions. Through the seed law enforcement year, we should resolutely clean up a number of unqualified seed enterprise licenses, resolutely investigate and deal with a number of cases of manufacturing and selling fake and inferior seeds, resolutely withdraw a number of varieties unsuitable for production, severely crack down on major seed cases found, thoroughly investigate them, effectively purify the seed market and safeguard the interests of farmers.

Third, effectively standardize seed law enforcement behavior

Agricultural administrative departments and seed management agencies at all levels should carefully learn lessons from the cases of fake and inferior seeds in Queshan County, find out deficiencies in their own work, and standardize law enforcement behavior. We should take seriously the cases petitioned or reported by farmers, do a good job in registering, verifying, investigating and appraising the cases petitioned or reported, investigate and deal with illegal acts in a timely manner, and feed back the results of investigation to petitioners or informants. Cases involving fake or inferior seeds with a value of more than 50,000 yuan must be promptly handed over to judicial departments for handling in accordance with the provisions of the Criminal Law. We should establish a system of accountability. We should resolutely investigate and deal with acts such as inaction, unfair law enforcement, prevarication, and taking cards. We should investigate the administrative responsibilities of relevant personnel and report them.

IV. Establish a system for reporting and supervising major cases

For cases where fake and inferior seeds cause serious losses to agricultural production and have a greater impact, the agricultural administrative departments at lower levels and seed management institutions shall report to the higher authorities in a timely manner and report the progress of treatment at any time. The competent departments at higher levels should establish a supervision system for major cases, and take timely measures to investigate the responsibility of units that fail to handle cases and work efficiently. For major cases that are easy to cause mass incidents, we should prevent them from spreading, report them to the public security department and local government in time, and handle them properly.

All localities should comprehensively sort out the investigation and handling of seed cases that have occurred in the past year, and should step up the handling of cases that have not yet been investigated and handled. All provinces (autonomous regions and municipalities) are requested to report the relevant clean-up situation to the Crop Production Management Department of our Ministry before April 20.
