First, clarify the relationship between the government and the market, and construct the policy system of financial support for agriculture. With the rapid development of China's economy, all levels continue to increase policy support for strengthening agriculture and benefiting farmers. Zhejiang provincial financial investment in supporting agriculture has increased by more than 10% for many years in a row. At the same time, due to the small scale, many varieties and wide distribution of agriculture in Zhejiang Province, agricultural projects have the characteristics of "small scale, many kinds and scattered distribution", resulting in the relative dispersion of financial investment in supporting agriculture. Insufficient support for key areas and key links.
Since 2013, Zhejiang Province has further combed and clarified the key areas and key links of financial support for agriculture policy support. after combing, the financial support policy funds for agricultural management have been integrated into six categories of policy projects. basically formed a financial support for agriculture policy system that matches the needs of modern agricultural development in Zhejiang and adapts to the reform of financial special funds management. First, develop grain production. Focus on supporting subsidies for large-scale, mechanized and socialized grain production services, as well as the construction and maintenance of grain production infrastructure, production and service facilities, so as to improve the comprehensive grain production capacity; second, the development of animal husbandry production. Focus on supporting the transformation and upgrading of animal husbandry industry, increase the construction of public service facilities and service system of animal husbandry, and promote the large-scale, facility, standardization and ecological construction of animal husbandry industry; third, ecological agriculture and the quality and safety of agricultural products. We will focus on supporting the development of ecological recycling agriculture and the production of green agricultural products, and carry out the construction of a whole-process traceability system and quality inspection system for agricultural products. Fourth, we will develop agricultural mechanization and intelligent agriculture. We will focus on supporting the development of agricultural mechanization and intelligent agriculture, promoting the combination of agricultural machinery and agronomy, the integration of agricultural mechanization and informatization, and increasing the construction of agricultural informatization and the application of agricultural Internet of things technology; fifth, the development of agricultural science and technology and modern seed industry. Second, clarify the relationship between finance and business departments, and construct the project management system of financial support for agriculture. Focus on strengthening work in three aspects. The first is to clarify the responsibilities. In accordance with the requirements of establishing a list of departmental responsibilities, starting from their respective functions and advantages, sort out and refine the division of responsibilities of the two departments, and make it clear that the responsibility of the agricultural sector is to formulate the key points and objectives of financial special fund support. put forward distribution factors and fund allocation suggestions, responsible for project organization and management, supervision and technical guidance; the responsibility of the financial department is the budget arrangement, fund allocation, supervision and performance evaluation of special funds. The second is to strengthen integration. In accordance with the requirements of "abolishing one batch, merging one batch, and changing one batch", we will promote the overall integration of project funds on a large scale and make great efforts to promote the overall integration of project funds, and cancel all assessment projects; change the budget management mode for project funds such as special allocation of exhibition subsidy funds and direct matching of central financial funds; and break the project classification structure for other transfer special funds and carry out a comprehensive clean-up. After integration, the more than 50 special projects under agricultural management have been greatly reduced to six projects in three categories, namely, public welfare, quasi-public welfare and competition. Third, standardize management. The joint provincial finance formulates the management measures of special funds for modern agricultural production and development, and makes it clear that the distribution of financial funds for supporting agriculture is factor method, government purchase service, competitive distribution and project subsidy and so on. among them, the factor method is mainly applied to the public welfare policy funds, the government purchase services are mainly used in the quasi-public welfare policy funds, and the competitive distribution is mainly used in the competitive policy funds. Taking competitive distribution as an example, according to the requirements of the provincial government on implementing the reform of competitive distribution of provincial financial special funds, the Joint Provincial Department of Finance took the lead in the implementation of competitive distribution of major agricultural projects in provincial departments in the past two years. through two rounds of competitive evaluation of materials and on-site, 11 major agricultural projects with an investment of more than 100 million yuan have been selected and implemented from more than 30 projects reported by various localities. It fully reflects the project construction idea of selecting the best from the best and selecting the best from the best, and this work has been fully affirmed by provincial leaders and relevant departments at the provincial level.
Third, clarify the relationship between provincial and city and county, and construct the supervision and evaluation system of financial support for agriculture. With the continuous increase of financial investment in supporting agriculture and the continuous strengthening of supervision, provincial departments have more and more detailed regulations and requirements for specific projects in order to strengthen project fund management, but due to the differences in the actual situation in different places, objectively, it is difficult to implement some regulations. On the other hand, cities and counties bear more responsibilities, but the corresponding financial rights can not be effectively guaranteed. In order to further clarify the responsibility and authority of capital project management between provinces and cities and counties, adhere to multiple measures, play a good combination of punches, and speed up the construction of an objective, fair and efficient supervision and evaluation system of financial support for agriculture.
First, take the initiative to delegate power. Since last year, with the exception of some projects that adopt competitive allocation and government purchase of services, most agricultural project funds have been allocated by factor method, which is directly cut to the county, which is allocated and managed by the county level to enhance the overall planning capacity at the county level. At the same time, we should conscientiously do a good job in the construction of the project reserve, and the qualified projects will be included in the project reserve by the end of September of the previous year. When allocating financial special funds, it should be selected from the project reserve. In principle, projects that are not included in the project reserve shall not be used as the object of the allocation of financial special funds.
The second is to strengthen openness. Establish the principle that "openness is the normal state and non-disclosure is the exception", strengthen the disclosure of project declaration, project approval, fund arrangement and use, etc., and require that, in addition to special projects, it should be publicized in the relevant media or project management system, and consciously accept the supervision of the National people's Congress, audit and the public. At the same time, we should earnestly increase policy publicity, publicize modern agricultural development policy projects, advanced models and construction results in agriculture-related media, and improve the awareness and participation of all sectors of society in the work of modern agricultural development.
The third is to strengthen performance. According to the principle of "who uses the money, who is responsible, who distributes, who supervises", the supervision and performance evaluation of capital projects should be further strengthened. On the basis of requiring all localities to strengthen the supervision and inspection of project implementation, the use of funds and performance evaluation, the provincial level formulates supervision spot checks and performance evaluation programs, adopts key supervision and inspection and the introduction of third-party intermediaries for performance evaluation, strengthens supervision and spot checks on relevant projects, and establishes a project fund management mechanism that combines inspection (performance evaluation) results with project arrangements. Ensure the achievement of project fund performance targets. Since last year, intermediary agencies have been introduced to evaluate the performance of provincial financial subsidy projects such as modern agriculture and ecological circular agriculture, and good results have been achieved.
