China's first regulations on Peasant Education and training

On May 26, the regulations on Peasant Education and training in Tianjin were adopted by a vote at the 17th meeting of the standing Committee of the 15th Tianjin people's Congress, which will come into force on August 1, 2010. This is the first local law on education and training of farmers in China, which indicates that the education and training of farmers in our country will gradually step into the track of legalization.

The regulations stipulate in detail the organizational principles, development planning, training subjects, funds guarantee, organization and management, and legal liability of farmers' education and training.

The education and training of farmers mentioned in the regulations includes education and training activities such as practical agricultural technology training, vocational skills training of rural labor force and adult academic education of farmers. " This definition clearly defines the connotation of farmers' education and training, and has a certain guidance and reference for the current social problems such as confused definition and vague meaning of farmers' education and training.

The regulations stipulate that "labourers with agricultural household registration in this city, workers with non-agricultural household registration in this city engaged in agricultural production, and workers who do not have household registration in this city but have leased land in this city to engage in agricultural production for more than two years," receive peasant education and training in this city in accordance with the provisions of these regulations. " According to the regulations, the range of farmers trained has been further expanded to include not only farmers in this city, but also non-local farmers who have been engaged in agricultural production in the city for more than two years. This provision fully embodies the idea of "farmer-oriented" in the regulations, and will play a certain role in promoting the overall development of urban and rural areas and building a harmonious society in Tianjin.

The regulations clearly state that "the people's governments of cities and districts and counties with agriculture shall incorporate the education and training of farmers into their national economic and social development plans." The agricultural administrative departments of cities and districts and counties with agriculture shall, in conjunction with relevant departments, formulate education and training plans for farmers in accordance with the plans for national economic and social development and the actual needs of rural economic and social development. The people's governments of cities and districts and counties with agriculture shall include the funds for education and training of farmers in the annual budget and increase them year by year with economic and social development. " This provision can be summarized as "the development is planned, the training is planned, and the funds are guaranteed", which fully reflects Tianjin's determination and strength to carry out in-depth education and training for farmers.

The regulations require that "the competent agricultural administrative department shall be responsible for the overall planning, comprehensive coordination, supervision and management of the education and training of farmers." The administrative departments in charge of agriculture, human resources, social security and education are respectively responsible for agricultural practical technology training, rural labor force vocational skills training, and farmers' adult diploma education and organize their implementation. The administrative departments of development and reform, science and technology, construction and transportation, finance and quality and technical supervision shall, within the scope of their respective responsibilities, do a good job in the education and training of farmers. Newspapers, radio and television and other news media should strengthen the publicity of farmers' education and training so as to create a good atmosphere for farmers' education and training. " It can be seen that the regulations have made a detailed division of labor and defined their responsibilities in the departments of agriculture, human resources, education, development and reform, and news and publicity related to farmers' education and training. this will further promote the integration and complementarity of departmental advantages and the co-construction and sharing of resources.

In terms of organization and implementation of the regulations, the construction of farmers' education and training system, the construction of teaching staff, the construction of teaching resources, the methods and methods of education and training, the establishment of assessment and evaluation mechanism, the connection between training and professional qualification certificates, advanced recognition, identification and management of training institutions, training follow-up policy support and other aspects have made detailed provisions, reflecting the comprehensive and pragmatic style of the regulations.

Finally, the regulations stipulate the relevant legal liability, making it clear that "those who issue false enrollment brochures and defraud money, illegally issue or forge educational certificates, completion certificates, training certificates or vocational qualification certificates, practice fraud or fraudulently obtain subsidy funds, and fail to carry out education and training activities for recruiting students in accordance with the regulations, thus causing adverse social impact, withholding or misappropriating farmers' education and training funds." Corresponding punishment will be given: "if the case constitutes a crime, criminal responsibility shall be investigated in accordance with the law."

The regulations on Peasant Education and training in Tianjin is the first local law specially formulated for the education and training of farmers in our country so far.
