The determination of land rights does not seek to go step by step and adopt an one-size-fits-all approach.

Minister of Agriculture Han Changfu said on the 11th that all localities should actively and steadily carry out the registration and certification of the right to contracted management of rural land, instead of going step by step or adopting an one-size-fits-all approach.

Han Changfu made the above statement at a video conference on the registration and certification of rural land contractual management rights jointly convened by the Ministry of Agriculture and other six departments on the 11th.

Han Changfu said that in order to do a good job in the registration and certification of land contractual management rights, we should stabilize the existing land contracting relations, operate in an orderly manner in accordance with the rules and regulations, and solve them properly through democratic consultation among members of collective economic organizations and within the framework of existing laws, regulations and policies. it is necessary to fully mobilize the enthusiasm of the masses of farmers, change "I want to confirm their rights" to "I want to confirm their rights", and protect the legitimate rights and interests of migrant workers, rural women and other groups. It is necessary to strictly control and confirm the rights and shares, ensure that the progress is subordinate to quality, and do the work of each stage and every node in detail; in accordance with the requirements of the central authorities, we should strengthen the responsibility of territorial management and implement local responsibility at different levels; we should pay close attention to it and grasp it carefully and prudently, and we must never relax the quality requirements and eat raw rice in order to catch up with progress.

Experts on "agriculture, rural areas and farmers" said that the registration and issuance of land contractual management rights is an urgent need to solve the practical problems of rural land contracting, develop appropriate scale operation, promote the reform of rural collective property rights system, and safeguard farmers' land rights and interests. it is a historic and basic work related to the vital interests of hundreds of millions of farmers, the consolidation of the basic management system in rural areas, and the overall situation of rural reform, development and stability.

In 2014, the central government selected 27 counties in three provinces of Shandong, Sichuan and Anhui and other provinces, autonomous regions and cities to carry out an overall pilot project on the registration and certification of rural land contractual management rights, and many localities expanded the scope of the pilot project in the light of actual conditions. At present, pilot projects have been carried out in 1988 counties (cities and districts) across the country, involving 13000 townships and 195000 villages, covering an area of 330 million mu.
